A first base station receives from a second base station, a handover request message comprising traffic pattern parameters of a wireless device. The traffic pattern parameters comprise a first traffic periodicity, a first timing offset, and a first message size. A handover request acknowledge message indicating at least one periodic resource configuration parameter determined based on the first traffic periodicity is sent to the second base station. A random access preamble associated with a handover of the wireless device is received from the wireless device. The first base station determines a resource block assignment based on the first message size. A control command is transmitted to the wireless device. The control command indicates: activation of radio resources associated with the at least one periodic resource configuration parameter; and the resource block assignment.

The invention claimed is: 1. A method comprising: receiving, by a first base station from a second base station, a handover request message comprising traffic pattern parameters of a wireless device, the traffic pattern parameters comprising a first traffic periodicity, a first timing offset, and a first message size; sending, to the second base station, a handover request acknowledge message indicating at least one periodic resource configuration parameter determined based on the first traffic periodicity; receiving, from the wireless device, a random access preamble associated with a handover of the wireless device; determining, by the first base station, a resource block assignment based on the first message size; and transmitting, to the wireless device, a control command indicating: activation of radio resources associated with the at least one periodic resource configuration parameter; and the resource block assignment. 2. The method of claim 1 , further comprising receiving, by the second base station, the traffic pattern parameters from the wireless device via an assistance information message. 3. The method of claim 1 , further comprising sending, by the second base station to the wireless device, a handover command message indicating the at least one periodic resource configuration parameter in response to receiving the handover request acknowledge message. 4. The method of claim 1 , wherein the at least one periodic resource configuration parameter comprises a resource periodicity. 5. The method of claim 1 , wherein the transmitting of the control command is after a transmission of a random access response message in response to the random access preamble. 6. The method of claim 1 , wherein the transmitting of the control command comprises transmitting the control command at an activation timing determined based on the first timing offset. 7. The method of claim 1 , wherein the transmitting the control command is via a downlink control information. 8. A first base station comprising: one or more processors; memory storing instructions that, when executed by the one or more processors, cause the first base station to: receive, from a second base station, a handover request message comprising traffic pattern parameters of a wireless device, the traffic pattern parameters comprising a first traffic periodicity, a first timing offset, and a first message size; send, to the second base station, a handover request acknowledge message indicating at least one periodic resource configuration parameter determined based on the first traffic periodicity; receive, from the wireless device, a random access preamble associated with a handover of the wireless device; determine a resource block assignment based on the first message size; and transmit, to the wireless device, a control command indicating: activation of radio resources associated with the at least one periodic resource configuration parameter; and the resource block assignment. 9. The first base station of claim 8 , wherein the second base station receives the traffic pattern parameters from the wireless device via an assistance information message. 10. The first base station of claim 8 , wherein the second base station sends, to the wireless device, a handover command message indicating the at least one periodic resource configuration parameter in response to receiving the handover request acknowledge message. 11. The first base station of claim 8 , wherein the at least one periodic resource configuration parameter comprises a resource periodicity. 12. The first base station of claim 8 , wherein the instructions that cause the base station to transmit the control command after a transmission of a random access response message in response to the random access preamble. 13. The first base station of claim 8 , wherein the instructions that cause the base station to transmit the control command further comprise instructions that cause the base station to transmit the control command at an activation timing determined based on the first timing offset. 14. The first base station of claim 8 , wherein the control command is transmitted is via a downlink control information. 15. A method comprising: receiving, by a first base station from a wireless device, an assistance information message comprising traffic pattern parameters of the wireless device, the traffic pattern parameters comprising a first traffic periodicity, a first timing offset, and a first message size; sending, to a second base station, a handover request message comprising the traffic pattern parameters of the wireless device, wherein the traffic pattern parameters enable the second base station to determine a subframe in a plurality of subframes for transmission of an control command to the wireless device based on the first traffic periodicity and the first timing offset; receiving, from the second base station, a handover request acknowledge message indicating at least one periodic resource configuration parameter for radio resources determined based on the traffic pattern parameters; and transmitting, to the wireless device, a handover command message indicating the at least one periodic resource configuration parameter. 16. The method of claim 15 , wherein the at least one periodic resource configuration parameter comprises a resource periodicity. 17. The method of claim 15 , further comprising: receiving, by the second base station from the wireless device, a random access preamble associated with a handover of the wireless device; determining, by the second base station, a resource block assignment based on the first message size; and transmitting, by the second base station to the wireless device, the control command indicating: activation of the radio resources associated with the at least one periodic resource configuration parameter; and the resource block assignment. 18. The method of claim 17 , wherein the transmitting of the control command is after a transmission of a random access response message in response to the random access preamble. 19. The method of claim 17 , wherein the transmitting of the control command comprises transmitting the control command at an activation timing determined based on the first timing offset. 20. The method of claim 17 , wherein the transmitting of the control command is via a downlink control information.
