The invention claimed is: 1. A sliding member comprising: a support layer; and a sliding layer provided on a surface of the support layer, wherein the sliding layer is configured to rotate around an axis and to slide on a mating member, and wherein the sliding layer has a higher hardness at a periphery than at a center at the axis. 2. The sliding member according to claim 1 , wherein the sliding layer has a circular shape in a cross section perpendicular to the axis of the sliding layer. 3. The sliding member according to claim 1 , wherein the sliding layer is porous with a plurality of pores, and a porosity of the sliding layer is from 0.1% to 3.2%. 4. The sliding member according to claim 2 , wherein the sliding layer is porous with a plurality of pores, and a porosity of the sliding layer is from 0.1% to 3.2%.
