Provided is a system including: a first vehicle equipped with a land mobile station for mobile communication; and a second vehicle that transports the first vehicle and a user holding a terminal for mobile communication. The system further includes a control unit configured to acquire radio wave intensity of the mobile communication at a current location of the second vehicle, and generate, when the acquired radio wave intensity is less than a predetermined intensity, a command to unload the first vehicle from the second vehicle; and generating a command to relay the mobile communication by the land mobile station of the first vehicle.

What is claimed is: 1. A system comprising: a first vehicle equipped with a land mobile station for mobile communication; a second vehicle configured to transport the first vehicle; and a control unit configured to: generate a command to relay the mobile communication by the land mobile station of the first vehicle; acquire a radio wave intensity of the mobile communication at a current location of the first vehicle after the first vehicle is unloaded from the second vehicle; and generate a command to move the first vehicle to an area where the radio wave intensity of the mobile communication is equal to or higher than the radio wave intensity at the current location. 2. The system according to claim 1 , wherein, before the first vehicle is unloaded from the second vehicle, the control unit is configured to: acquire the radio wave intensity of the mobile communication at the current location of the second vehicle, generate, when the acquired radio wave intensity is less than a predetermined intensity, a command to unload the first vehicle from the second vehicle. 3. The system according to claim 2 , wherein: the second vehicle is configured to transport a plurality of first vehicles; the control unit is configured to, each time the radio wave intensity at the current location of the second vehicle is less than the predetermined intensity: generate a command to unload one of the plurality of first vehicles from the second vehicle; and generate a command to relay the mobile communication by the land mobile station of the one of the plurality of first vehicles. 4. An information processing apparatus comprising: a control unit configured to: control a second vehicle, the second vehicle transporting a first vehicle that is equipped with a land mobile station for mobile communication and relays the mobile communication, generate a command to relay the mobile communication by the land mobile station of the first vehicle; acquire a radio wave intensity of the mobile communication at a current location of the first vehicle after the first vehicle is unloaded from the second vehicle, and generate a command to move the first vehicle to an area where the radio wave intensity of the mobile communication is equal to or higher than the radio wave intensity at the current location. 5. The information processing apparatus according to claim 4 , wherein, before the first vehicle is unloaded from the second vehicle, the control unit is configured to: acquire the radio wave intensity of the mobile communication at the current location of the second vehicle, generate, when the acquired radio wave intensity is less than a predetermined intensity, a command to unload the first vehicle from the second vehicle. 6. The information processing apparatus according to claim 5 , wherein: the second vehicle is configured to transport a plurality of first vehicles; the control unit is configured to, each time the radio wave intensity at the current location of the second vehicle is less than the predetermined intensity: generate a command to unload one of the plurality of first vehicles from the second vehicle; and generate a command to relay the mobile communication by the land mobile station of the one of the plurality of first vehicles. 7. An information processing method that is executed by a computer, that controls a second vehicle transporting a first vehicle that is equipped with a land mobile station for mobile communication and relays the mobile communication, the information processing method comprising: generating a command to relay the mobile communication by the land mobile station of the first vehicle; acquiring a radio wave intensity of the mobile communication at a current location of the first vehicle after unloading the first vehicle from the second vehicle, and generating a command to move the first vehicle to an area where the radio wave intensity of the mobile communication is equal to or higher than the radio wave intensity at the current location. 8. The information processing method according to claim 7 , wherein before unloading the first vehicle from the second vehicle, acquiring the radio wave intensity of the mobile communication at the current location of the second vehicle, generating, when the acquired radio wave intensity is less than a predetermined intensity, a command to unload the first vehicle from the second vehicle. 9. The information processing method according to claim 8 , wherein: the second vehicle is configured to transport a plurality of first vehicles; each time the radio wave intensity at the current location of the second vehicle is less than the predetermined intensity: generating a command to unload one of the plurality of first vehicles from the second vehicle; and generating a command to relay the mobile communication by the land mobile station of the one of the plurality of first vehicles.
