A positive-electrode active material contains a compound that has a crystal structure belonging to a space group FM3-M and contains is represented by the composition formula (1) and an insulating compound,LixMeyOαFβ (1)wherein Me denotes one or two or more elements selected from the group consisting of Mn, Co, Ni, Fe, Al, B, Ce, Si, Zr, Nb, Pr, Ti, W, Ge, Mo, Sn, Bi, Cu, Mg, Ca, Ba, Sr, Y, Zn, Ga, Er, La, Sm, Yb, V, and Cr, and the following conditions are satisfied.1.7≤x≤2.20.8≤y≤1.31≤α≤2.50.5≤β≤2

What is claimed is: 1. A positive-electrode active material comprising: a lithium oxide compound that has a crystal structure belonging to a space group FM-3M and is one of Li 2 MnO 2 F or Li 2 CoO 2 F; and an insulating compound, wherein: a mass of the insulating compound ranged from 0.5% to 5% of a mass of the lithium oxide compound, the insulating compound covers at least part of a surface of the lithium oxide compound, and the insulating compound is at least one selected from H 3 BO 3 , AlF 3 , Al 2 O 3 , Mn 2 O 3 , Fe 2 O 3 , CuO, NiO, Co 3 O 4 , Eu 2 O 3 , Sm 2 O 3 , and CeO 2 . 2. The positive-electrode active material according to claim 1 , wherein the mass of the insulating compound ranges from 0.5% to 1% of the mass of the lithium oxide compound. 3. The positive-electrode active material according to claim 1 , wherein the insulating compound and at least part of the surface of the lithium oxide compound form a solid solution. 4. The positive-electrode active material according to claim 1 , wherein the lithium oxide compound is Li 2 MnO 2 F. 5. The positive-electrode active material according to claim 1 , wherein the lithium oxide compound is Li 2 CoO 2 F. 6. A battery comprising: a positive electrode containing the positive-electrode active material according to claim 1 ; a negative electrode; and an electrolyte. 7. A battery according to claim 6 , wherein the negative electrode contains a negative-electrode active material with lithium adsorption and desorption characteristics, and the electrolyte is a non-aqueous electrolyte solution. 8. The positive-electrode active material according to claim 1 , wherein the insulating compound is H 3 BO 3 . 9. The positive-electrode active material according to claim 1 , wherein the insulating compound is A 1 F 3 . 10. The positive-electrode active material according to claim 1 , wherein the insulating compound is A 1 2 O 3 . 11. The positive-electrode active material according to claim 1 , wherein the insulating compound is Mn 2 O 3 . 12. The positive-electrode active material according to claim 1 , wherein the insulating compound is Fe 2 O 3 . 13. The positive-electrode active material according to claim 1 , wherein the insulating compound is CuO. 14. The positive-electrode active material according to claim 1 , wherein the insulating compound is NiO. 15. The positive-electrode active material according to claim 1 , wherein the insulating compound is Co 3 O 4 . 16. The positive-electrode active material according to claim 1 , wherein the insulating compound is Eu 2 O 3 . 17. The positive-electrode active material according to claim 1 , wherein the insulating compound is Sm 2 O 3 . 18. The positive-electrode active material according to claim 1 , wherein the insulating compound is CeO 2 .
