A method of a communication technique in which a fifth generation (5G) communication system for supporting more high data transmission rate after a fourth generation (4G) system converges with an internet of things (IoT) technology, and a system is provided. The present disclosure may be applied to intelligent services (e.g., a smart home, a smart building, a smart city, a smart car or a connected car, healthcare, digital education, a retail business, security and safety-related services, or the like) based on a 5G communication technology and an IoT-related technology. A terminal receives, from a base station, a first message including configuration information of at least one band, receive, from the base station, a second message for activating a band among the at least one band, and activate the band according to the second message, the configuration information including indication of the at least one band, and each band of the at least one band being part of a bandwidth.

What is claimed is: 1. A method performed by a terminal in a communication system, the method comprising: receiving, from a base station, a message including at least one band and a subcarrier spacing for each of the at least one band; receiving, from the base station, control information indicating an active band from the at least one band; and receiving, from the base station, data based on the active band. 2. The method of claim 1 , wherein the message further includes resource information for the each of the at least one band. 3. The method of claim 2 , wherein the resource information for the each of the at least one band comprises information on frequency domain location and bandwidth for the each of the at least one band. 4. The method of claim 1 , wherein the receiving the control information comprises: identifying and accessing a primary band from the at least one band based on the message; receiving, from the base station, the control information indicating the active band from the at least one band; and switching from the primary band to the active band according to the control information, and wherein the method further comprises: switching from the active band to a recovery band, in case that a predetermined timer expires. 5. The method of claim 1 , wherein the message further includes at least one band identifier corresponding to the at least one band, and wherein the at least one band comprises at least one of at least one downlink band or at least one uplink band. 6. A method performed by a base station in a communication system, the method comprising: transmitting, to a terminal, a message including at least one band and a subcarrier spacing for each of the at least one band; transmitting, to the terminal, control information indicating an active band from the at least one band; and transmitting, to the terminal, data based on the active band. 7. The method of claim 6 , wherein the message further includes resource information for the each of the at least one band. 8. The method of claim 7 , wherein the resource information for the each of the at least one band comprises information on frequency domain location and bandwidth for the each of the at least one band. 9. The method of claim 6 , wherein a primary band from the at least one band is identified and accessed based on the message, and the primary band is switched to the active band according to the control information, and wherein the active band is switched to a recovery band, in case that a predetermined timer expires. 10. The method of claim 6 , wherein the message further includes at least one band identifier corresponding to the at least one band, and wherein the at least one band comprises at least one of at least one downlink band or at least one uplink band. 11. A terminal in a communication system, the terminal comprising: a transceiver; and a controller coupled with the transceiver and configured to: receive, from a base station, a message including at least one band and a subcarrier spacing for each of the at least one band, and receive, from the base station, control information indicating an active band from the at least one band, and receive, from the base station, data based on the active band. 12. The terminal of claim 11 , wherein the message further includes resource information for the each of the at least one band. 13. The terminal of claim 12 , wherein the resource information for the each of the at least one band comprises information on frequency domain location and bandwidth for the each of the at least one band. 14. The terminal of claim 11 , wherein the controller is further configured to: identify and access a primary band from the at least one band based on the message, receive, from the base station, the control information indicating the active band from the at least one band, and switch from the primary band to the active band according to the control information, and wherein the controller is further configured to switch from the active band to a recovery band, in case that a predetermined timer expires. 15. The terminal of claim 11 , wherein the message further includes at least one band identifier corresponding to the at least one band, and wherein the at least one band comprises at least one of at least one downlink band or at least one uplink band. 16. A base station in a communication system, the base station comprising: a transceiver; and a controller coupled with the transceiver and configured to: transmit, to a terminal, a message including at least one band and a subcarrier spacing for each of the at least one band, transmit, to the terminal, control information indicating an active band from the at least one band, and transmit, to the terminal, data based on the active band. 17. The base station of claim 16 , wherein the message further includes resource information for the each of the at least one band. 18. The base station of claim 17 , wherein the resource information for the each of the at least one band comprises information on frequency domain location and bandwidth for the each of the at least one band. 19. The base station of claim 16 , wherein a primary band from the at least one band is identified and accessed based on the message, and the primary band is switched to the active band according to the control information, and wherein the active band is switched to a recovery band, in case that a predetermined timer expires. 20. The base station of claim 16 , wherein the message further includes at least one band identifier corresponding to the at least one band, and wherein the at least one band comprises at least one of at least one downlink band or at least one uplink band.
