In some embodiments, during the SIP registration, the UE indicates in the REGISTER requests its support for ANBR as defined by ANBR attribute in the SDP and the P-CSCF indicates its support for the ANBR attribute in the SDP in the response for registration. In some embodiments, the P-CSCF serving a PLMN passes through the ANBR attribute in the SDP when the P-CSCF recognizes that the PLMN supports ANBR functionality. In some embodiments, the UE can include ANBR attribute in the SDP offer and answers when the P-CSCF indicates its support for the ANBR attribute in the SDP.

What is claimed is: 1. A method for implementing a Session Initiated Protocol (SIP) registration procedure for access network bitrate recommendation (ANBR) capability signaling, the method comprising: receiving, by a Proxy-Call Session Control Function (P-CSCF) serving a Public Land Mobile Network (PLMN), a first SIP request message from a user equipment (UE) to determine whether the P-CSCF is ANBR capable; sending, by the P-CSCF in response to the first SIP request message, a first SIP response message to the UE to indicate that the P-CSCF is ANBR capable; receiving, by the P-CSCF in response to the first SIP response message, a second SIP request message from the UE including an ANBR attribute; and passing, by the P-CSCF in response to the second SIP request message, the ANBR attribute through the PLMN onto an access node which is connected to the UE. 2. The method of claim 1 , wherein the receiving the first SIP request message comprises: receiving a SIP REGISTER message to determine whether the P-CSCF is ANBR capable, and wherein the SIP REGISTER message includes a dedicated header field extension to indicate the UE is ANBR capable. 3. The method of claim 2 , wherein the sending the first SIP response message comprises: sending a 200 OK response message to indicate that the P-CSCF is ANBR capable, and wherein the 200 OK response message includes the dedicated header field extension to indicate the P-CSCF is ANBR capable. 4. The method of claim 1 , wherein the receiving the second SIP request message comprises: receiving a SIP INVITE message to provide a session description protocol (SDP) OFFER message including the ANBR attribute. 5. The method of claim 1 , further comprising: sending, by the P-CSCF in response to the second SIP request message, a second SIP response message including the ANBR attribute. 6. The method of claim 5 , wherein the sending the second SIP response message comprises: sending a 200 OK response message to provide a SDP ANSWER message including the ANBR attribute. 7. The method of claim 1 , wherein the passing through comprises: passing the ANBR attribute only when the P-CSCF recognizes the PLMN is ANBR capable. 8. An apparatus for implementing a Session Initiated Protocol (SIP) registration procedure for access network bitrate recommendation (ANBR) capability signaling, the apparatus comprising: radio front end circuitry; and processor circuitry, coupled to the radio front end circuitry, and configured to: determine whether a Public Land Mobile Network (PLMN) is ANBR capable; receive, using the radio front end circuitry, a first SIP request message from a user equipment (UE) to request whether a Proxy-Call Session Control Function (P-CSCF) serving the PLMN is ANBR capable; send, using the radio front end circuitry, a first SIP response message to the UE to indicate that the P-CSCF is ANBR capable; receive, using the radio front end circuitry, a second SIP request message from the UE including an ANBR attribute; and pass, using the radio front end circuitry, the ANBR attribute through the PLMN to an access node which is connected to the UE when the PLMN is ANBR capable. 9. The apparatus of claim 8 , wherein the first SIP request message comprises: a SIP REGISTER message to determine whether the P-CSCF is ANBR capable, and wherein the SIP REGISTER message includes a dedicated header field extension to indicate the UE is ANBR capable. 10. The apparatus of claim 9 , wherein the first SIP response message comprises: a 200 OK response message to indicate that the P-CSCF is ANBR capable, and wherein the 200 OK response message includes the dedicated header field extension to indicate the P-CSCF is ANBR capable. 11. The apparatus of claim 8 , wherein the second SIP request message comprises: a SIP INVITE message to provide a session description protocol (SDP) OFFER message including the ANBR attribute. 12. The apparatus of claim 8 , wherein the processor circuitry is further configured to send, using the radio front end circuitry, a second SIP response message including the ANBR attribute. 13. The apparatus of claim 12 , wherein the second SIP response message comprises: a 200 OK response message to provide a SDP ANSWER message including the ANBR attribute. 14. A system for implementing a Session Initiated Protocol (SIP) registration procedure for access network bitrate recommendation (ANBR) capability signaling, the system comprising: a user equipment (UE); and a Proxy-Call Session Control Function (P-CSCF) serving a Public Land Mobile Network (PLMN), wherein the UE is configured to send a first SIP request message to determine whether the P-CSCF is ANBR capable, wherein the P-CSCF is configured to send, in response to the first SIP request message, a first SIP response message to the UE to indicate that the P-CSCF is ANBR capable, wherein the UE is further configured to send, in response to the first SIP response message, a second SIP request message including an ANBR attribute, and wherein the P-CSCF is further configured to pass, in response to the second SIP request message, the ANBR attribute through the PLMN to an access node which is connected to the UE. 15. The system of claim 14 , wherein the first SIP request message comprises: a SIP REGISTER message to determine whether the P-CSCF is ANBR capable, and wherein the SIP REGISTER message includes a dedicated header field extension to indicate the UE is ANBR capable. 16. The system of claim 15 , wherein the first SIP response message comprises: a 200 OK response message to indicate that the P-CSCF is ANBR capable, and wherein the 200 OK response message includes the dedicated header field extension to indicate the P-CSCF is ANBR capable. 17. The system of claim 15 , wherein the second SIP request message comprises: a SIP INVITE message to provide a session description protocol (SDP) OFFER message including the ANBR attribute. 18. The system of claim 15 , wherein the P-CSCF is further configured to send, in response to the second SIP request message, a second SIP response message including the ANBR attribute. 19. The system of claim 18 , wherein the second SIP response message comprises: a 200 OK response message to provide a SDP ANSWER message including the ANBR attribute. 20. The system of claim 15 , wherein the P-CSCF is further configured to pass the ANBR attribute only when the P-CSCF recognizes the PLMN is ANBR capable.
