A vehicle control device mounted on a vehicle includes a power storage device, a drive device configured to be driven by electric power from the power storage device, a system main relay attached to a power line between the power storage device and the drive device, and a charge circuit connected to a side of the drive device through the system main relay of the power line, in which the vehicle control device is configured to turn off the system main relay and prohibit reactivation of the system in a power shortage of the power storage device. The vehicle control device is configured to permit the system main relay to be turned on in a case where charging of the power storage device using the charge circuit is requested.

What is claimed is: 1. A vehicle control device mounted on a vehicle, the vehicle including: a power storage device; a drive device configured to be driven by electric power from the power storage device; a system main relay attached to a power line between the power storage device and the drive device; and a charge circuit connected to the power line on a side of the drive device from the system main relay and configured to charge the power storage device using electric power from an external power source, the vehicle control device comprising a processor configured to: turn off the system main relay and prohibit reactivation of a system in a case where a power shortage of the power storage device occurs, and permit the system main relay to be turned on in a case where the reactivation of the system is prohibited due to the power shortage of the power storage device and charging of the power storage device using the charge circuit is requested. 2. The vehicle control device according to claim 1 , wherein the processor is configured to, in the case where the charging of the power storage device is requested: determine whether the reactivation of the system is prohibited due to the power shortage of the power storage device; and when determining that the reactivation of the system is prohibited due to the power shortage of the power storage device, permit the system main relay to be turned on. 3. The vehicle control device according to claim 2 , further comprising a memory, wherein the processor is configured to: store, in the memory, information indicating that the power storage device is in the power shortage in the case where the power shortage of the power storage device occurs; and determine, based on the information stored in the memory, whether the reactivation of the system is prohibited due to the power shortage of the power storage device. 4. The vehicle control device according to claim 1 , wherein the processor is configured to, in the case where the charging of the power storage device is requested: determine whether the reactivation of the system is prohibited due to the power shortage of the power storage device, when determining that the reactivation of the system is prohibited due to the power shortage of the power storage device, determine whether the power storage device is in a predetermined charge mode, and when determining that the vehicle is in the predetermined charge mode, permit the system main relay to be turned on. 5. The vehicle control device according to claim 4 , wherein the predetermined charge mode is a direct current charge mode in which the power storage device is charged with direct current power.
