What is claimed is: 1. An aluminum foil having through holes comprising: an aluminum oxide film having a thickness of 25 nm or less on a surface of the aluminum foil; and further a hydrophilic layer on at least a part of a surface of the aluminum oxide film, wherein the hydrophilic layer contains a compound having at least one structure selected from the group consisting of silicate, phosphate, sulfonic acid, sulfonate, phosphonic acid, phosphonate, phosphate ester, phosphate ester salt, and fluorinated zirconic acid. 2. The aluminum foil according to claim 1 , wherein the aluminum oxide film has a density of 2.7 to 4.1 g/cm 3 . 3. The aluminum foil according to claim 2 , wherein the aluminum oxide film having a thickness of 25 nm or less contains at least one of aluminum oxide, aluminum oxide monohydrate, or aluminum oxide trihydrate. 4. The aluminum foil according to claim 3 , wherein the aluminum oxide film has a thickness of 1 nm to 15 nm. 5. The aluminum foil according to claim 4 , wherein an average opening diameter of the through holes is 1 μm to 500 μm. 6. The aluminum foil according to claim 5 , wherein a hole density of the through holes is 1 to 1000 holes/mm 2 . 7. The aluminum foil according to claim 6 , wherein the aluminum foil has a thickness of 5 μm to 100 μm. 8. The aluminum foil according to claim 7 , wherein the aluminum oxide film is provided on both surfaces of the aluminum foil, and further the hydrophilic layer is provided on at least a part of the surface of each of the aluminum oxide films on the both surfaces. 9. An aluminum member for electrodes comprising the aluminum foil according to claim 7 . 10. The aluminum foil according to claim 1 , wherein the aluminum oxide film having a thickness of 25 nm or less contains at least one of aluminum oxide, aluminum oxide monohydrate, or aluminum oxide trihydrate. 11. The aluminum foil according to claim 1 , wherein the aluminum oxide film has a thickness of 1 nm to 15 nm. 12. The aluminum foil according to claim 1 , wherein an average opening diameter of the through holes is 1 μm to 500 μm. 13. The aluminum foil according to claim 1 , wherein a hole density of the through holes is 1 to 1000 holes/mm 2 . 14. The aluminum foil according to claim 1 , wherein the aluminum foil has a thickness of 5 μm to 100 μm. 15. The aluminum foil according to claim 1 , wherein the aluminum oxide film is provided on both surfaces of the aluminum foil, and further the hydrophilic layer is provided on at least a part of the surface of each of the aluminum oxide films on the both surfaces. 16. An aluminum member for electrodes comprising the aluminum foil according to claim 1 .
