What is claimed is: 1. A method, comprising: providing a personal monitoring device for an individual, or assigning a personal monitoring device to an individual; storing, in a memory or database of the personal monitoring device, information regarding a travel schedule or itinerary of or for the individual, wherein the information regarding the travel schedule or itinerary includes information regarding a destination, information regarding a first time at which the individual is expected to travel from a first location to the destination, information regarding an expected travel route to the destination, information regarding a second time at which the individual is expected to arrive at the destination, information regarding a third time at which the individual is expected to leave the destination to travel back to the first location or to travel to a second destination, information regarding an expected travel route to the first location or to the second destination, and information regarding an expected time of arrival at the first location or the second destination; determining, with or using a global positioning device of the personal monitoring device, a location of the personal monitoring device; automatically and continuously monitoring, with or using a controller of the personal monitoring device, the location of the personal monitoring device; comparing, with or using the controller, the location of the personal monitoring device with the travel schedule or itinerary; detecting, with or using the controller, a deviation of the personal monitoring device, from the travel schedule or itinerary, or detecting, with or using the controller, an absence of, or a leaving of, the personal monitoring device, from an expected location on the travel schedule or itinerary, at a first detected time at which the personal monitoring device is expected to be at the expected location, and wherein, if a deviation of the personal monitoring device from the travel schedule or itinerary is detected or if an absence of, or a leaving of, the personal monitoring device from the expected location on the travel schedule or itinerary at the first detected time at which the personal monitoring device is expected to be at the expected location is detected, generating, with or using the controller, a travel route deviation message containing information regarding a second detected time and a place of detection of the deviation or the absence and a current location of the personal monitoring device; and transmitting, from, with, or using, a transmitter of the personal monitoring device, the travel route deviation message to a first communication device. 2. The method of claim 1 , further comprising: generating an updated travel route deviation message; and transmitting the updated travel route deviation message to the first communication device or to a second communication device. 3. The method of claim 1 , further comprising: providing an indication, with or using an indicator light, that the personal monitoring device has deviated from a travel route on the travel schedule or itinerary or that the personal monitoring device is not located at an expected location according to the travel schedule or itinerary. 4. The method of claim 1 , wherein the travel route deviation message also contains information regarding the temperature of the environment in which the personal monitoring device is located. 5. The method of claim 1 , wherein the personal monitoring device is equipped with cellular telephone communication equipment. 6. The method of claim 1 , further comprising: initiating a telephone call from the personal monitoring device to the first communication device or to a second communication device. 7. The method of claim 6 , further comprising: deactivating, at the personal monitoring device, an on/off switching functionality to prevent the personal monitoring device from being turned off, or deactivating, at the personal monitoring device, a telephone calling on/off switching functionality to prevent the telephone call from being terminated. 8. The method of claim 1 , further comprising: obtaining, with or using a pulse rate monitor, a heart rate monitor, a blood pressure monitor, a blood alcohol monitor, or a thermometer, healthcare information or healthcare-related information regarding the individual, wherein the travel route deviation message also contains information regarding a pulse rate, a heart rate, a blood pressure, a blood alcohol level, or a body temperature, of the individual. 9. The method of claim 1 , further comprising: obtaining, with or using a pulse rate monitor, a heart rate monitor, a blood pressure monitor, a blood alcohol monitor, or a thermometer, healthcare information or healthcare-related information regarding the individual; and transmitting information regarding a pulse rate, a heart rate, a blood pressure, a blood alcohol level, or a body temperature, of the individual to the first communication device or to a second communication device. 10. The method of claim 1 , wherein the personal monitoring device is, or is integrated within, a watch or a wristwatch. 11. The method of claim 1 , wherein the personal monitoring device is, or is integrated within, a bracelet, a necklace, or an article of jewelry. 12. The method of claim 1 , wherein the personal monitoring device is wearable or is attachable to clothing. 13. The method of claim 1 , further comprising: recording audio information or video information at the personal monitoring device or in a vicinity of the personal monitoring device; and transmitting the audio information or the video information to the first communication device, to a second communication device, to a third communication device, or to a central processing computer. 14. The method of claim 1 , further comprising: detecting a disconnected telephone call with the first communication device or with a second communication device, or detecting a dropped telephone call with the first communication device or with the second communication device; and automatically re-connecting the disconnected telephone call or the dropped telephone call between the personal monitoring device and the first communication device or between the personal monitoring device and the second communication device. 15. The method of claim 1 , further comprising: transmitting the travel route deviation message to a central processing computer or to a third communication device, wherein the third communication device is associated with a law enforcement agency or an emergency services provider. 16. The method of claim 1 , further comprising: obtaining or recording, with or using a video recording device, a picture or a video clip; and transmitting the picture or the video clip to the first communication device, to a second communication device, to a third communication device, or to a central processing computer, or facilitating a video conference or a video chat involving the personal monitoring device and the first communication device, the second communication device, the third communication device, or the central processing computer. 17. The method of claim 16 , further comprising: transmitting information regarding a pulse rate, a heart rate, a blood pressure, a blood alcohol level, or a body temperature, of the individual, during the video conference or the video chat involving the personal monitoring device and the first communication device, the second communication device, the third communication device, or the central processing computer.
