The invention claimed is: 1. A composition comprising a polyoxometalate represented by the formula: (A n ) m +{M′ s [M″M 12 X 8 O y ]} m− or solvates thereof, wherein: each A independently represents a cation and is Na, n is the number of cations and is 10, all M are the same, and are Pd, s is 4, M″ is Pd, each X is As, y is 40, and m is 1, and is representing the total positive charge m+ of n cations A and the corresponding negative charge m− of the oxo-cluster {M′ s [M″M 12 X 8 O y ]}, with M′ being Ag. 2. The composition of claim 1 , represented by the formula (A n ) m +{M′ s [M″M 12 X 8 O y ]} m−.w H 2 O wherein w represents the number of attracted water molecules per oxo-cluster {M′ s [M″M 12 X 8 O y ]}, and ranges from 1 to 100. 3. The composition of claim 1 , wherein said polyoxometalate is in the form of particles, wherein at least 90 wt % of said polyoxometalate particles are in the form of primary particles.
