Provided is a configuration that permits confirmation of emergency information viewing results on a reception apparatus, an endpoint of emergency information such as TV. A data processing section of a reception apparatus such as TV that receives and outputs emergency information generates an emergency information viewing result report that contains a record of emergency information viewing result information and sends the generated emergency information viewing result report to a management server and so on. The data processing section generates an emergency information viewing result report that contains a record of an identifier of emergency information output by the reception apparatus and emergency information output time information in accordance with a CDM (Consumption Data Message) format. The CDM keeps a record of not only emergency information output time information but also reception apparatus position information, emergency information sender information, and so on.

The invention claimed is: 1. A communication apparatus comprising: circuitry configured to: generate a viewing report for emergency information; and send the generated viewing report for emergency information to a server via a network, wherein the viewing report for emergency information includes an identifier of emergency information output on the communication apparatus, output time information of the emergency information output on the communication apparatus, and location information representing a location of the communication apparatus when at least one of a display and a speaker of the communication apparatus output the emergency information, and the output time information includes: an output start time of the output of the emergency information of the communication apparatus via the at least one of the display and the speaker of the communication apparatus, and an output end time of the output of the emergency information of the communication apparatus via the at least one of the display and the speaker of the communication apparatus. 2. The communication apparatus of claim 1 , wherein the circuitry is configured to generate the viewing report for emergency information in accordance with a CDM (Consumption Data Message) format. 3. The communication apparatus of claim 1 , wherein the viewing report for emergency information includes a record of sender information of the emergency information output on the communication apparatus. 4. The communication apparatus of claim 1 , wherein the viewing report for emergency information includes a record of at least one of the following pieces of information (a) to (d): (a) type information of the emergency information output on the communication apparatus, (b) event information including message data of the emergency information output on the communication apparatus, (c) severity information of the emergency information output on the communication apparatus, and (d) urgency information of the emergency information output on the communication apparatus. 5. The communication apparatus of claim 1 , wherein the circuitry is configured to: receive the emergency information, receive a CAP (Common Alerting Protocol) message that complies with a CAP format and includes attribute information related to the emergency information, and perform an emergency information output process in accordance with analysis of the CAP message to output the emergency information on the communication apparatus. 6. The communication apparatus of claim 5 , wherein the circuitry is configured to generate the viewing report for emergency information based on information in the CAP message. 7. The communication apparatus of claim 1 , wherein the circuitry is configured to: receive viewing report for emergency information transmission information sent as signaling data, acquire a destination address of the viewing report for emergency information and transmission timing information based on the received viewing report for emergency information transmission information, and perform a process of sending the viewing report for emergency information in accordance with the destination address and the transmission timing information. 8. A communication method comprising: generating a viewing report for emergency information; and sending the generated viewing report for emergency information to a server via a network, wherein the viewing report for emergency information includes an identifier of emergency information output on a communication apparatus, output time information of the emergency information output on the communication apparatus, and location information representing a location of the communication apparatus when at least one of a display and a speaker of the communication apparatus output the emergency information, and the output time information includes: an output start time of the output of the emergency information of the communication apparatus via the at least one of the display and the speaker of the communication apparatus, and an output end time of the output of the emergency information of the communication apparatus via the at least one of the display and the speaker of the communication apparatus. 9. The communication method of claim 8 , wherein the viewing report for emergency information is generated in accordance with a CDM (Consumption Data Message) format. 10. The communication method of claim 8 , wherein the viewing report for emergency information includes a record of sender information of the emergency information output on the communication apparatus. 11. The communication method of claim 8 , wherein the viewing report for emergency information includes a record of at least one of the following pieces of information (a) to (d): (a) type information of the emergency information output on the communication apparatus, (b) event information including message data of the emergency information output on the communication apparatus, (c) severity information of the emergency information output on the communication apparatus, and (d) urgency information of the emergency information output on the communication apparatus. 12. The communication method of claim 8 , further comprising: receiving the emergency information, receiving a CAP (Common Alerting Protocol) message that complies with a CAP format and includes attribute information related to the emergency information, and performing an emergency information output process in accordance with analysis of the CAP message to output the emergency information on the communication apparatus. 13. The communication method of claim 12 , wherein the viewing report for emergency information is generated using information in the CAP message. 14. The communication method of claim 8 , further comprising: receiving signaling data that includes viewing report for emergency information transmission information, acquiring a destination address of the viewing report for emergency information and transmission timing information by referring to the received viewing report for emergency information transmission information, and performing a process of sending the viewing report for emergency information in accordance with the destination address and the transmission timing information. 15. A communication apparatus comprising: circuitry configured to: receive a viewing report for emergency information sent by an emergency information reception apparatus; and perform a process of analyzing the viewing report for emergency information, wherein the viewing report for emergency information includes an identifier of emergency information output on the emergency information reception apparatus, output time information of the emergency information output on the emergency information reception apparatus, and location information representing a location of the emergency information reception apparatus when at least one of a display and a speaker of the emergency information reception apparatus output the emergency information, and the output time information includes: an output start time of the output of the emergency information of the communication apparatus via the at least one of the display and the speaker of the communication apparatus, and an output end time of the output of the emergency information of the communication apparatus via the at least one of the display and the speaker of the communication apparatus. 16. The communication apparatus of claim 15 , wherein the viewing report for emergency information is data that complies with a CDM (Consumption Data Message) forma
