A method and system for determining if an individual is impaired. In one embodiment, physical and cognitive testing of the individual are conducted in the field or at the scene of an event. The test results are compared to previously stored baseline test results taken for the specific individual while the individual is known to be in an unimpaired state or condition. The current test results are electronically compared to the baseline test results and if the results differ or deviate beyond a predetermined level or amount the individual is considered to be impaired. If no baseline test results exist for the specific individual, the current test results can alternatively be compared to previously determined or known scientifically accepted or minimums for the specific tests given to the individual.

What is claimed is: 1. A system for determining if a specific individual is currently impaired or unimpaired, comprising: a 3D camera, eye tracking, motion and sound sensor (“Camera Sensor”) programmed to capture movement by a specific individual while performing one or more physical and cognitive ability test and programmed to record speech from the specific individual; a physical and cognitive ability testing system in communication with the Camera Sensor; and an electronic database in communication with the physical and cognitive ability testing system; the database storing video of physical and cognitive ability results including speech generally accepted in the scientific community or industry; wherein a video of current physical and cognitive abilities of the specific individual including speech is electronically provided to the physical and cognitive ability testing system; wherein the physical and cognitive ability testing system is programmed to receive the video of the physical and cognitive ability results generally accepted by the scientific community or industry stored in the electronic database and is further programed to determine whether the specific individual is currently impaired based on an electronic comparison of the received stored video from the electronic database and the video and information received from the Camera Sensor. 2. The system of claim 1 wherein the electronic database storing baseline results for the individual derived from the earlier video and the physical and cognitive ability testing system programmed to obtain current results derived from the video received from Camera Sensor and the physical and cognitive ability testing system programmed to compare the current results to the baseline results as part of its determining whether the specific individual is currently impaired. 3. The system of claim 2 wherein the physical and cognitive ability testing system programed with a predefined deviation level for set an amount of difference between the current results and the baseline results that has to be met for the specific individual to be considered currently impaired. 4. The system of claim 1 wherein the Camera Sensor is in the possession or control of a law enforcement officer or government authority at the time of filming the video of current physical or cognitive abilities of the specific individual. 5. The system of claim 1 wherein the video stored in the electronic database is at a point of time where the individual was in an unimpaired state. 6. The system of claim 1 wherein the video of current physical or cognitive abilities is taken at a time that the specific individual has been pulled over by a law enforcement officer or government authority. 7. A system for determining if a specific individual is currently impaired or unimpaired, comprising: a 3D camera, eye tracking, motion and sound sensor (“Camera Sensor”) programmed to capture movement by a specific individual while performing one or more physical and cognitive ability tests through calculating changes in location for the specific individual, programmed to compute motion, speed and direction for the captured movement and programmed to record speech from the specific individual, the Camera Sensor located within a law enforcement vehicle while capturing movement by the specific individual; a physical and cognitive ability testing system in communication with the Camera Sensor; and an electronic database in communication with the physical and cognitive ability testing system; the database storing video of physical and cognitive ability results including speech accepted in the scientific community or industry; wherein a video of current physical and cognitive abilities of the specific individual including speech is electronically provided to the physical and cognitive ability testing system and the physical and cognitive ability testing system is programed to derive current results from the video received from the Camera Sensor; wherein the physical and cognitive ability testing system is programmed to receive the video of the physical and cognitive ability results accepted by the scientific community or industry stored in the electronic database and is further programed to determine whether the specific individual is currently impaired based on an electronic comparison of the current results from the Camera Sensor to the stored results. 8. The system of claim 7 wherein the physical and cognitive ability testing system programed with a predefined deviation level for set an amount of difference between the current results and the baseline results that has to be met for the specific individual to be considered currently impaired by the physical and cognitive ability testing system. 9. The system of claim 7 wherein the Camera Sensor is in the possession or control of a law enforcement officer or government authority at the time of filming the video of current physical or cognitive abilities of the specific individual. 10. The system of claim 7 wherein the video stored in the electronic database is at a point of time where the individual was in an unimpaired state. 11. The system of claim 7 wherein the video of current physical or cognitive abilities is taken at a time that the specific individual has been pulled over by a law enforcement officer or government authority. 12. A system for determining if a specific individual is currently impaired or unimpaired, comprising: a 3D camera, eye tracking, motion and sound sensor (“Camera Sensor”) in the possession or control of a law enforcement officer or government authority, the Camera Sensor use to film a video of current physical or cognitive abilities of a specific individual at a time that the specific individual has been pulled over by a law enforcement officer or government authority, the Camera Sensor located within a law enforcement vehicle while capturing movement by the specific individual; wherein the Camera Sensor is programmed to capture movement by the specific individual while performing one or more physical and cognitive ability tests through calculating changes in location for the specific individual, programmed to compute motion, speed and direction for the captured movement and programmed to record speech from the specific individual; a physical and cognitive ability testing system in communication with the Camera Sensor; and an electronic database in communication with the physical and cognitive ability testing system; the database storing baseline results derived from a video of physical and cognitive abilities of a specific individual recorded at an earlier point in time including previously recorded speech from the specific individual when the specific individual was in an unimpaired state, wherein a video of current physical and cognitive abilities of the specific individual including speech is electronically provided to the physical and cognitive ability testing system and the physical and cognitive ability testing system is programed to derive current results from the video received from the Camera Sensor; wherein the physical and cognitive ability testing system is programmed to receive the baseline results for the specific individual stored in the electronic database and is further programed to determine whether the specific individual is currently impaired based on an electronic comparison of the current results to the baseline results. 13.
