We claim: 1. An isolated polynucleotide encoding an antibody that specifically binds human CCL17, wherein the polynucleotide encodes a heavy chain complementarity determining region (HCDR) 1, a HCDR2, and a HCDR3, and a light chain complementarity determining region (LCDR) 1, a LCDR2, and a LCDR3 of SEQ ID NOs: 4, 5, 42, 8, 24 and 28, respectively. 2. The isolated polynucleotide of claim 1 , wherein the polynucleotide encodes a heavy chain variable region (VH) of SEQ ID NO: 46 and a light chain variable region (VL) of SEQ ID NO: 62. 3. A vector comprising the isolated polynucleotide of claim 1 . 4. A host cell comprising the vector of claim 2 . 5. A method of producing an antibody, comprising culturing the host cell of claim 3 in conditions such that the antibody is produced. 6. The isolated polynucleotide of claim 1 , wherein the polynucleotide comprises one or more regulatory elements. 7. The isolated polynucleotide of claim 6 , wherein the regulatory element includes an enhancer or promoter. 8. The isolated polynucleotide of claim 1 , wherein the encoded antibody is human or humanized. 9. The isolated polynucleotide of claim 1 , wherein the encoded antibody is of IgG1, IgG2, IgG3, or IgG4 isotype. 10. The isolated polynucleotide of claim 1 , wherein the encoded antibody comprises a substitution in an Fc region. 11. The isolated polynucleotide of claim 10 , wherein the substitution comprises V234A, G237A, P238S, H268A, V309L, A330S, or P331S substitution on IgG2, or S228P, L234A, or L235A substitution on IgG4, wherein residue numbering is according to the EU Index. 12. The isolated polynucleotide of claim 11 , wherein the substitution comprises V234A/G237A/P238S/H268A/V309L/A330S/P331S substitution on IgG2 or S228P/L234A/L235A substitution on IgG4, wherein residue numbering is according to the EU Index.
