We claim: 1. A patient support apparatus comprises: a seat section; a backrest section; and an arm supported relative to said seat section, said arm pivotally mounted adjacent said seat section about a range of motion by a pivot connection for use as an armrest by a person seated on said patient support apparatus, and wherein said pivot connection includes an electrical cable pathway therethrough to allow an electrical cable to pass through said pivot connection. 2. The patient support apparatus according to claim 1 , further comprising a fastener securing said arm at said pivot connection; and wherein said pivot connection is configured to apply a tension force on said fastener. 3. The patient support apparatus according to claim 2 , wherein said connection includes a compression washer and a retaining washer between said fastener and said arm, said compression washer having an outer perimeter, and said retaining washer having an annular shoulder facing said compression washer to compress said compression washer inward of said outer perimeter. 4. The patient support apparatus according to claim 3 , said compression washer comprises a wave disc spring. 5. The patient support apparatus according to claim 2 , said joint further including one or more friction discs between said compression washer and said retaining washer. 6. The patient support apparatus according to claim 3 , said joint further including a low friction washer between said retaining washer and said compression washer. 7. The patient support apparatus according to claim 2 , further comprising a frame, said seat section supported by said frame. 8. The patient support apparatus according to claim 2 , further comprising a locking mechanism to lock said arm. 9. The patient support apparatus according to claim 8 , wherein said locking mechanism comprises a plunger. 10. The patient support apparatus according to claim 1 , further comprising a chassis frame, said seat section and said backrest section mounted to said chassis frame. 11. The patient support apparatus according to claim 10 , wherein said pivot connection comprises a stationary member mounted to said chassis frame, said arm being rotatably mounted about said stationary member about a pivot axis to pivotally mount said arm to said chassis frame between an armrest position and a raised position. 12. The patient support apparatus according to claim 11 , said pivot connection further comprising a pivot member mounted to said arm, said pivot member of said arm pivotally mounted to said stationary member, wherein each of said pivot member and said stationary member includes a slot extending there through, and wherein said slots overlap over a range of motion of said pivot connection to thereby form said electrical cable pathway there through over said range of motion. 13. The patient support apparatus according to claim 12 , said pivot connection further comprising a guard to prevent pinching of said electrical cable between two or more components of said patient support apparatus when said arm is pivoted about said pivot axis. 14. The patient support apparatus according claim 1 , wherein said arm has a cover over said arm, and said cover having an upper surface overmolded with a cushioning material to thereby formed a cushioned arm rest on said arm. 15. The patient support apparatus according to claim 14 , wherein said cover includes an upper channel shaped plastic member forming a curved upper surface of said cover and forming a curvature of said cushioned arm rest. 16. The patient support apparatus according to claim 14 , wherein said arm has a curved upper surface, a curvature of said curved upper surface is generally parallel to a curved path formed by a point on said backrest section when said backrest section is tilted between said seated position and said reclined position wherein the distance of a shoulder of a person sitting in said patient support apparatus to said cushioned arm rest remains generally the same regardless of the position of said backrest section. 17. The patient support apparatus according to claim 14 , wherein said cushioning material comprises a biocompatible material.
