Disclosed is a holding device having a support base for holding an electric device and a driving member for driving the support base. Upon mounting the electronic device on the holding device, the holding device has at least two stable states, and the holding device stores a preset time duration for transitioning from the first stable state to the second stable state. The holding device further includes a control circuit, which, in response to a time during which the holding device transitions from the first stable state to the second stable state exceeds the preset time duration, controls the driving member to stop or reduce a power output.

What is claimed is: 1. A holding device comprising: a support base for holding an electric device; a driving member for driving the support base, wherein upon mounting the electronic device on the holding device, the holding device has at least two stable states including a first stable state and a second stable state, and the holding device stores a preset time duration for transitioning from the first stable state to the second stable state; and a control circuit that, in response to a transition duration from the first stable state to the second stable state exceeding the preset time duration, controls the driving member to stop or reduce a power output, the preset time duration being a preset transition duration transitioning from the first stable state to the second stable state. 2. The holding device of claim 1 , further comprising a driving control switch, wherein after the control circuit controls the driving member to stop or reduce the power output, the driving control switch sends a restart command to the control circuit to restore the power output of the driving member. 3. The holding device of claim 1 , wherein the electronic device is a photographing device, and the holding device is in one of the at least two stable states after the electronic device is mounted, and a screen of the electronic device and a shot sight of the photographing device are in the same direction. 4. The holding device of claim 1 , wherein the support base comprises a base body, a holding member, and a locking member, the holding member being disposed on the base body for holding the electronic device, the locking member being connected with the base body and locked to the base body, and being configured to clamp the electronic device with the holding member. 5. The holding device of claim 4 , wherein the locking member further comprises a connecting portion and a locking portion, the connecting portion being rotatably connected to a side wall of a receiving groove, the locking portion being formed by the connecting portion being bent and extended, wherein the locking portion is in contact with a bottom wall of the receiving groove when the locking portion is received in the receiving groove. 6. The holding device of claim 1 , wherein the support base forms a receiving portion, and the electronic device is at least partially received in the receiving portion. 7. The holding device of claim 1 , further comprising a support arm coupled to the driving member and driven by the driving member. 8. The holding device of claim 7 , wherein the driving member is disposed at an end of the support arm away from the support base, the support arm is fixedly coupled to the support base, and the control circuit is disposed in the support arm. 9. The holding device of claim 1 , further comprising a first rotating bracket, a second rotating bracket and a third rotating bracket which are rotatably connected in sequence, the driving member being disposed on a first an end of the three rotating brackets. 10. A handheld pan-tilt-zoom (PTZ) comprising a holding device and a handle coupled to the holding device, wherein the holding device comprises: a support base for holding an electric device; a driving member for driving the support base, wherein upon mounting the electronic device on the holding device, the holding device has at least two stable states including a first stable state and a second stable state, and the holding device stores a preset time duration for transitioning from the first stable state to the second stable state; and a control circuit that, in response to a time during which the holding device transitions from the first stable state to the second stable state exceeds the preset time duration, controls the driving member to stop or reduce a power output, the preset time duration being a preset transition duration transitioning from the first stable state to the second stable state. 11. The PTZ of claim 10 , wherein the holding device further comprises a driving control switch, wherein the driving control switch, after the control circuit controls the driving member to stop or reduce the power output, sends a restart command to the control circuit to restore the power output of the driving member. 12. The PTZ of claim 10 , wherein the electronic device is a photographing device, and the holding device is in one of the at least two stable states after the electronic device is mounted, and a screen of the electronic device and a shot sight of the photographing device are in the same direction. 13. The PTZ of claim 10 , wherein the support base comprises a base body, a holding member, and a locking member, wherein the holding member is disposed on the base body for holding the electronic device, the locking member is in active contact with the base body, the locking member is locked to the base body, and configured to clamp the electronic device with the holding member. 14. The PTZ of claim 13 , wherein the locking member comprises a connecting portion and a locking portion, wherein the connecting portion is rotatably connected to a side wall of a receiving groove, the locking portion is formed by the connecting portion being bent and extended, and when the locking portion is received in the receiving groove, the locking portion is in contact with a bottom wall of the receiving groove. 15. The PTZ of claim 10 , wherein the support base forms a receiving portion, and the electronic device is at least partially received in the receiving portion. 16. The PTZ of claim 10 , wherein the holding device further comprises a support arm coupled to the driving member and driven by the driving member. 17. The PTZ of claim 16 , wherein the driving member is disposed at an end of the support arm away from the support base, the support arm is fixedly coupled to the support base, and the control circuit is disposed in the support arm. 18. The PTZ of claim 10 , wherein the holding device further comprises three rotating brackets including a first rotating bracket, a second rotating bracket and a third rotating bracket which are rotatably connected in sequence, wherein the driving member is disposed on an end of the three rotating brackets.
