What is claimed is: 1. A fence post mount device comprising: a base, wherein the base comprises at least one cavity; a first universal collet having a plurality of collet legs such that each collet leg is attached to an adjacent collet leg through at least one of a plurality of separation notches, wherein a distal end of the first universal collet is inserted into the cavity from a proximal end of the base; a first cap nut inserted into the first universal collet from a proximal end of the first universal collet; a post inserted into the cavity of the base circumscribing the first universal collet; a full thread nut threaded into the first cap nut from a distal end of the base through an opening, wherein each of the plurality of separation notches between each of the adjacent collet legs are broken when the full thread nut is tightened into the first cap nut and each of the collet legs of the first universal collet deforms an inner wall of the post such that the post is securely locked within the cavity of the base; and a plurality of attachment grooves, provided at each corner of the base, to attach the base to a surface by using a plurality of attachment tools. 2. The device of claim 1 , wherein the post is selected from one of a 2 inches× 1/16 inches post, a 2 inches×⅛ inches post, a 2.5 inches× 1/16 inches, or a 2.5 inches×⅛ inches post. 3. The device of claim 1 , wherein a width of the cavity of the base is 2.018 inches when the post is selected from the 2 inches× 1/16 inches post, or the 2 inches×⅛ inches post. 4. The device of claim 1 , wherein a width of the cavity of the base is 2.530 inches when the post is selected from the 2.5 inches× 1/16 inches post, or the 2.5 inches×⅛ inches post. 5. The device of claim 1 , wherein the first cap nut is a 2 inches× 1/16 inches cap nut. 6. The device of claim 1 , wherein the proximal end of the first universal collet is inserted into the cavity from a proximal end of the base and a second cap nut is inserted into the first universal collet from the distal end of the first universal collet when the post to be installed is the 2 inches×⅛ inches cap post. 7. The device of claim 6 , wherein the second cap nut is a 2 inches×⅛ inches cap nut. 8. The device of claim 1 , wherein each corner of an inner wall of the cavity comprises an angled depression. 9. The device of claim 1 , further comprising a plurality of base covers to cover the base. 10. A fence post mount device comprising: a base, wherein the base comprises at least one cavity; a first universal collet having a plurality of collet legs such that each collet leg is attached to an adjacent collet leg through at least one of a plurality of separation notches, wherein a distal end of the first universal collet is inserted into the cavity from a proximal end of the base; a first cap nut inserted into the first universal collet from a proximal end of the first universal collet; a post inserted into the cavity of the base circumscribing the first universal collet; a full thread nut threaded into the first cap nut from a distal end of the base through an opening, wherein each of the plurality of separation notches between each of the adjacent collet legs are broken when the full thread nut is tightened into the first cap nut and each of the collet legs of the first universal collet deforms an inner wall of the post such that the post is securely locked within the cavity of the base; a plurality of attachment grooves, provided at each corner of the base, to attach the base to a surface by using a plurality of attachment tools; and a plurality of base covers to cover the base. 11. The device of claim 10 , wherein the post is selected from one of a 2 inches× 1/16 inches post, a 2 inches×⅛ inches post, a 2.5 inches× 1/16 inches or a 2.5 inches×⅛ inches post. 12. The device of claim 10 , wherein a width of the cavity of the base is 2.018 inches when the post is the 2 inches× 1/16 inches post or the 2 inches×⅛ inches post. 13. The device of claim 10 , wherein a width of the cavity of the base is 2.530 inches when the post is the 2.5 inches× 1/16 inches post or the 2.5 inches×⅛ inches post. 14. The device of claim 10 , wherein the first cap nut is a 2 inches× 1/16 inches cap nut. 15. The device of claim 10 , wherein the proximal end of the first universal collet is inserted into the cavity from a proximal end of the base and a second cap nut is inserted into the first universal collet from the distal end of the first universal collet when the post to be installed is the 2 inches×⅛ inches cap post. 16. The device of claim 15 , wherein the second cap nut is a 2 inches×⅛ inches cap nut. 17. The device of claim 10 , wherein each corner of an inner wall of the cavity of the base comprises an angled depression. 18. The device of claim 10 , wherein a plurality of base covers are provided to cover the base. 19. A method of installing a post using a fence post mount device, the method comprising steps of: inserting a first universal collet into a cavity of a base from a proximal end of the base, wherein the first universal collet comprises a plurality of collet legs such that each collet leg is attached to an adjacent collet leg through at least one of a plurality of separation notches; inserting a first cap nut into the first universal collet from a proximal end of the first universal collet; inserting a post into the cavity of the base circumscribing the first universal collet; threading a full thread nut into the first cap nut from a distal end of the base through an opening; tightening the full thread nut, wherein each of the plurality of separation notches between each of the adjacent collet legs are broken when the full thread nut is threaded into the first cap nut; and securing the base to a surface by using a plurality of attachment tools tightened into a plurality of attachment grooves provided at each corner of the base. 20. The method of claim 19 , further comprising a step of attaching a plurality of base covers to cover the base by using one or more attachment plugs.
