A fluorine-containing resin particle contains 0 or more and 30 or less carboxyl groups per 106 carbon atoms and 0 ppm or more and 3 ppm or less of a basic compound.

What is claimed is: 1. A fluorine-containing resin particle comprising: 7 or more and 30 or less carboxyl groups per 10 6 carbon atoms; and 0 ppm or more and 3 ppm or less of a basic compound, wherein the fluorine-containing resin particles are selected from the group consisting of polytetrafluoroethylene (PTFE) particles, tetrafluoroethylene-hexafluoropropylene copolymer (FEP) particles, tetrafluoroethylene-perfluoro(alkyl vinyl ether) copolymer (PFA) particles, ethylene-tetrafluoroethylene copolymer (ETFE) particles, and ethylene-chlorotrifluoroethylene copolymer (ECTFE) particles, and wherein the basic compound is an amine compound. 2. The fluorine-containing resin particle according to claim 1 , comprising: 7 or more and 20 or less carboxyl groups per 10 6 carbon atoms. 3. The fluorine-containing resin particle according to claim 1 , comprising: 7 or more and 20 or less carboxyl groups per 10 6 carbon atoms; and 0 ppm or more and 1.5 ppm or less of the basic compound. 4. The fluorine-containing resin particle according to claim 1 , wherein the amine compound has a boiling point of 40° C. or more and 130° C. or less. 5. The fluorine-containing resin particle according to claim 1 , comprising 0 ppb or more and 25 ppb or less of perfluorooctanoic acid. 6. The fluorine-containing resin particle according to claim 5 , comprising 0 ppb or more and 20 ppb or less of perfluorooctanoic acid. 7. The fluorine-containing resin particle according to claim 1 , wherein the fluorine-containing resin particle is obtained without performing irradiation during a production process. 8. A composition comprising: fluorine-containing resin particles; a binder resin; and a charge transporting material, wherein the fluorine-containing resin particles comprise: 0 or more and 30 or less carboxyl groups per 10 6 carbon atoms, and 0 ppm or more and 3 ppm or less of a basic compound. 9. The composition according to claim 8 , wherein the composition is liquid or solid. 10. A layer-shaped article comprising the fluorine-containing resin particle according to claim 1 . 11. The fluorine-containing resin particle according to claim 1 , wherein an average particle diameter of the fluorine-containing resin particle is from 0.2 μm to 4.5 μm, a BET specific surface area of the fluorine-containing resin particle is from 5 m 2 /g to 15 m 2 /g, and an apparent density of the fluorine-containing resin particle is from 0.2 g/ml to 0.5 g/ml. 12. The fluorine-containing resin particle according to claim 1 , wherein the fluorine-containing resin particle has a fluorine atom-containing dispersant attached to a surface thereof. 13. The fluorine-containing resin particle according to claim 12 , wherein the fluorine-containing dispersant is a fluorinated alkyl group-containing polymer having a structural unit represented by formula (FA) below: wherein, in formulae (FA), each R F1 independently represents a hydrogen atom or an alkyl group, each Q F1 independently represents —O— or —NH—, fl represents an integer of 1 or more, each fp independently represents 0 or an integer of 1 or more, and each ft independently represents an integer of 1 or more and 7 or less. 14. The composition according to claim 8 , comprising: 7 or more and 20 or less carboxyl groups per 10 6 carbon atoms; 0 ppm or more and 1.5 ppm or less of the basic compound; and 0 ppb or more and 20 ppb or less of perfluorooctanoic acid, wherein the fluorine-containing resin particles are selected from the group consisting of polytetrafluoroethylene (PTFE) particles, tetrafluoroethylene-hexafluoropropylene copolymer (FEP) particles, tetrafluoroethylene-perfluoro(alkyl vinyl ether) copolymer (PFA) particles, ethylene-tetrafluoroethylene copolymer (ETFE) particles, and ethylene-chlorotrifluoroethylene copolymer (ECTFE) particles, and wherein the basic compound is an amine compound.
