What is claimed is: 1. A lifter for a laundry treating apparatus, the lifter comprising: a base configured to be mounted on an inner circumferential surface of a drum; and a cover coupled to the base to define a first space between the base and the cover, wherein the base comprises: a hook provided on one surface of the base facing the inner surface of the drum and fastened to a fastening hole formed in the drum; and a plurality of mounting holes formed in an insertion groove formed along a circumference facing the cover, wherein the insertion groove is provided at a lower portion of the base where an opposite side of the lower portion is configured to contact to the inner surface of the drum, and wherein the cover comprises: a body that accommodates another surface of the base therein; and a plurality of protrusion tabs protruded along a lower end circumference of the body and configured to be inserted into the plurality of mounting holes. 2. The lifter of claim 1 , wherein a circumferential portion of the body of the cover is formed to be inserted into the insertion groove of the base. 3. The lifter of claim 2 , wherein each of the mounting holes is formed to pass through the insertion groove. 4. The lifter of claim 3 , wherein each of the protrusion tabs is configured to be bent to couple the base to the cover. 5. The lifter of claim 1 , wherein the hook protrudes from the one surface of the base facing the inner circumferential surface of the drum, and is configured to be inserted into the fastening hole of the drum and then slid in an axial direction of the drum to contact the inner circumferential surface and an outer circumferential surface of the drum. 6. The lifter of claim 5 , wherein the hook comprises a plurality of hooks, and each of the plurality of hooks protrudes from the one surface of the base and is bent in an one direction with respect to a center of the base. 7. The lifter of claim 6 , wherein each of the plurality of hooks is formed to have a width smaller than that of the fastening hole of the drum, and each of the plurality of hooks is inserted and slid into each of the fastening holes to support the inner and outer surfaces of the drum, respectively. 8. The lifter of claim 6 , wherein each of the plurality of hooks is formed at positioned facing each other with respect to a center portion of the base. 9. The lifter of claim 1 , wherein the cover is inserted into a lower circumference of the base and passes through at least one of the mounting holes formed along the lower circumference of the base. 10. The lifter of claim 1 , wherein a hole is formed through the drum through which water from a tub is introduced, and the base is provided on the inner circumferential surface of the drum such that the base overlaps with the hole.
