What is claimed is: 1. A liquid textile-treating composition, comprising: (a) from about 65% by weight to about 80% by weight of a polyethylene glycol; (b) an alcohol; (c) from about 15% by weight to about 25% by weight of a fabric conditioning agent; and (d) water; wherein the fabric conditioning agent is selected from the group consisting of: wherein R is an acyl group having a chain of alkyl, alkenyl, or alkynyl; wherein the chain is branched or straight, substituted or unsubstituted, cyclic, or optionally interrupted by one or more heteroatoms; and wherein X is selected from a group consisting of chloride, bromide, iodide; hydroxide, phosphate, sulfate, sulfite, nitrate, phosphite, bisulfate, carbonate, monohydrogen carbonate, monohydrogen phosphate, dihydrogen phosphate, citrate, lactate, pyruvate, silicate, ascorbate, nitrite, and acetate; wherein the combined ingredients are in liquid form, and wherein the % by weight is based on the weight of the composition. 2. The liquid textile-treating composition of claim 1 , further comprising a colorant. 3. The liquid textile-treating composition of claim 1 , further comprising a perfume. 4. The liquid textile-treating composition of claim 1 , comprising: (a) from about 1% by weight to about 5% by weight of the alcohol; (b) from about 15% by weight to about 20% by weight of the fabric conditioning agent; and (c) from about 5% by weight to about 12% by weight of water; wherein the % by weight is based on the weight of the composition. 5. The liquid textile-treating composition of claim 3 , comprising from about 3.500% by weight to about 11.00% by weight of the perfume, wherein the % by weight is based on the weight of the composition. 6. The liquid textile-treating composition of claim 4 , wherein the fabric conditioning agent is present at about 20% by weight. 7. A textile-treating composition, comprising: (a) from about 65% by weight to about 80% by weight of a polyethylene glycol; (b) from about 1% by weight to about 5% by weight of an alcohol; (c) from about 10% by weight to about 25% by weight of a fabric conditioning agent selected from the group consisting of: wherein R is an acyl group having a chain of alkyl, alkenyl, or alkynyl; wherein the chain is branched or straight, substituted or unsubstituted, cyclic, or optionally interrupted by one or more heteroatoms; wherein X is selected from a group consisting of chloride, bromide, iodide; hydroxide, phosphate, sulfate, sulfite, nitrate, phosphite, bisulfate, carbonate, monohydrogen carbonate, monohydrogen phosphate, dihydrogen phosphate, citrate, lactate, pyruvate, silicate, ascorbate, nitrite and acetate; and (d) from about 5% by weight to about 12% by weight of water; wherein the % by weight is based on the weight of the composition. 8. The textile-treating composition of claim 7 , further comprising from about 0.0005% by weight to about 0.0100% by weight of a colorant, and from about 0.0005% by weight to about 0.25% by weight of a colorant stabilizer; wherein the colorant stabilizer is not a polysaccharide.
