An implantable device includes an outer tubular member defining a longitudinal axis and a lumen. The outer tubular member includes: an outer wall portion having a plurality of first strands defining a plurality of first openings therebetween, the outer wall portion having a first porosity; and an inner baffle portion disposed within the lumen, the inner baffle portion including a plurality of second strands defining a plurality of second openings therebetween, the inner baffle portion having a second porosity that is lower than the first porosity of the outer wall portion.

What is claimed is: 1. An implantable device comprising: a plurality of outer tubular members, each of the outer tubular members defining a longitudinal axis and a lumen and including: an outer wall portion having a plurality of first strands defining a plurality of first openings therebetween, the outer wall portion having a first porosity; and an inner baffle portion, the inner baffle portion including a plurality of second strands defining a plurality of second openings therebetween, the inner baffle portion having a second porosity that is lower than the first porosity of the outer wall portion, wherein each of the outer tubular members is joined to each other along their respective longitudinal axes. 2. The implantable device according to claim 1 , wherein at least one of the first porosity and the second porosity are adjustable. 3. The implantable device according to claim 1 , wherein the outer tubular members are arranged in a stacked configuration. 4. The implantable device according to claim 1 , wherein each of the outer tubular members are in contact with each other. 5. The implantable device according to claim 1 , wherein the outer tubular members are arranged in a parallel configuration such that each of the longitudinal axes are parallel to each other. 6. The implantable device according to claim 1 , wherein the outer tubular members are arranged such that the inner baffle portions are facing each other and the outer wall portions of the outer tubular members are facing outward and contact a blood vessel. 7. The implantable device according to claim 6 , wherein the inner baffle portions are configured to disrupt blood flow of the blood vessel.
