The present disclosure relates to a communication method and system for converging a 5th-generation (5G) communication system for supporting higher data rates beyond a 4th-generation (4G) system with a technology for internet of things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A method for receiving system information (SI) by a user equipment (UE) in a wireless communication system is provided. The method includes receiving, from a base station (BS), first type SI associated with SI which is essential for communication with the BS, transmitting, to the BS, a physical random access channel (PRACH) preamble based on the first type SI, receiving, from the BS, a random access response (RAR) message, and receiving, from the BS, second type SI associated with at least one SI which the UE needs.

What is claimed is: 1. A method performed by a terminal in a wireless communication system, the method comprising: receiving, from a base station, first system information (SI) which is broadcasted periodically, the first SI including first information indicating whether a second SI other than the first SI is being broadcasted or not, second information on an SI window, and third information on an SI area identifier, wherein the SI area identifier is for an area including one or more cells with which the second SI is applied; transmitting, to the base station, an SI request for the second SI based on the first information indicating that the second SI is not being broadcasted; and receive, from the base station, the requested second SI by monitoring the SI window based on second information. 2. The method of claim 1 , wherein the first SI further includes information on a physical random access channel (PRACH) preamble and a PRACH resource for the second SI, and wherein the SI request is transmitted based on the PRACH preamble and the PRACH resource. 3. The method of claim 2 , further comprising: receiving, from the base station, a random access response (RAR) as a response to the PRACH preamble, wherein the second SI is received based on the RAR. 4. The method of claim 1 , further comprising: transmitting, to the base station, a physical random access channel (PRACH) preamble; and receiving, from the base station, a random access response (RAR) as a response to the PRACH preamble, the RAR including an uplink (UL) grant for a message 3 (MSG3), wherein the MSG3 transmitted on the UL grant includes the SI request. 5. A method performed by a base station in a wireless communication system, the method comprising: transmitting to a terminal, first system information (SI) by broadcasting the first SI periodically, the first SI including first information indicating whether a second SI other than the first SI is being broadcasted or not, second information on an SI window, and third information on an SI area identifier, wherein the SI area identifier is for an area including one or more cells with which the second SI is applied; receiving, from the terminal, an SI request for the second SI based on the first information indicating that the second SI is not being broadcasted; and transmitting, to the terminal, scheduling information for the requested second SI within the SI window based on the second information. 6. The method of claim 5 , wherein the first SI further includes information on a physical random access channel (PRACH) preamble and a PRACH resource for the second SI, and wherein the SI request is received based on the PRACH preamble and the PRACH resource. 7. The method of claim 6 , further comprising: transmitting, to the terminal, a random access response (RAR) as a response to the PRACH preamble, wherein the second SI is transmitted based on the RAR. 8. The method of claim 5 , further comprising: receiving, from the terminal, a physical random access channel (PRACH) preamble; and transmitting, to the terminal, a random access response (RAR) as a response to the PRACH preamble, the RAR including an uplink (UL) grant for a message 3 (MSG3), wherein the MSG3 received on the UL grant includes the SI request. 9. A terminal in a wireless communication system, the terminal comprising: a transceiver configured to transmit or receive a signal; and a controller coupled with the transceiver and configured to: receive, from a base station, first system information (SI) which is broadcasted periodically, the first SI including first information indicating whether a second SI other than the first SI is being broadcasted or not, second information on an SI window, and third information on an SI area identifier, wherein the SI area identifier is for an area including one or more cells with which the second SI is applied transmit, to the base station, an SI request for the second SI based on the first information indicating that the second SI is not being broadcasted, and receive, from the base station, the requested second SI by monitoring the SI window based on the second information. 10. The terminal of claim 9 , wherein the first SI further includes information on a physical random access channel (PRACH) preamble and a PRACH resource for the second SI, and wherein the SI request is transmitted based on the PRACH preamble and the PRACH resource. 11. The terminal of claim 10 , wherein the controller is further configured to receive, from the base station, a random access response (RAR) as a response to the PRACH preamble, and wherein the second SI is received based on the RAR. 12. The terminal of claim 9 , wherein the controller is further configured to: transmit, to the base station, a physical random access channel (PRACH) preamble, and receive, from the base station, a random access response (RAR) as a response to the PRACH preamble, the RAR including an uplink (UL) grant for a message 3 (MSG3), and wherein the MSG3 transmitted on the UL grant includes the SI request. 13. A base station in a wireless communication system, the base station comprising: a transceiver configured to transmit or receive a signal; and a controller coupled with the transceiver and configured to: transmit, to a terminal, first system information (SI) by broadcasting the first SI periodically, the first SI including first information indicating whether a second SI other than the first SI is being broadcasted or not, second information on an SI window, and third information on an SI area identifier, wherein the SI area identifier is for an area including one or more cells with which the second SI is applied, receive, from the terminal, an SI request for the second SI based on the first information indicating that the second SI is not being broadcasted, and transmit, to the terminal, scheduling information for the requested second SI within the SI window based on the second information. 14. The base station of claim 13 , wherein the first SI further includes information on a physical random access channel (PRACH) preamble and a PRACH resource for the second SI, and wherein the SI request is received based on the PRACH preamble and the PRACH resource. 15. The base station of claim 14 , wherein the controller is configured to transmit, to the terminal, a random access response (RAR) as a response to the PRACH preamble, and wherein the second SI is transmitted based on the RAR. 16. The base station of claim 13 , wherein the controller is further configured to: receive, from the terminal, a physical random access channel (PRACH) preamble, and transmit, to the terminal, a random access response (RAR) as a response to the PRACH preamble, the RAR including an uplink (UL) grant for a message 3 (MSG3), and wherein the MSG3 received on the UL grant includes the SI request.
