A support base for a child safety seat, comprising: a shell adapted to receive a child seat thereon, an end of the shell having a panel, the panel having an inner and an outer side opposite to each other; a belt clamp pivotally connected with the shell and disposed on the inner side of and adjacent to the panel, the panel rising above the belt clamp, the belt clamp being operable to clamp a lap belt portion of a vehicle safety belt adjacent to a surface of the shell; a latching mechanism operable to lock the belt clamp in a clamping state; and a belt retaining structure provided on the panel, the belt retaining structure being configured to hold a shoulder belt portion of a vehicle safety belt adjacent to the panel, wherein the belt retaining structure includes a belt guide disposed at one of a left and a right side of the panel, the belt guide being opened on the outer side of the panel for insertion of the shoulder belt portion therein. 2. The support base according to claim 1 , wherein the shell includes a channel that extends through the panel from the inner side to the outer side thereof, the channel being adapted to receive the passage of a shoulder belt portion held adjacent to the panel with the belt retaining structure. 3. The support base according to claim 1 , wherein the latching mechanism includes a latch pivotally connected with the shell, the latch being rotatable relative to the shell to engage and disengage the belt clamp. 4. The support base according to claim 3 , wherein the belt clamp has a distal edge, the distal edge being adjacent to the shell when the belt clamp is in the clamping state and displaced away from the shell when the belt clamp is in a release state, the latch engaged with the belt clamp projecting over the distal edge of the belt clamp. 5. The support base according to claim 1 , wherein the panel has a first surface provided at the inner side, a second surface provided at the outer side opposite to the first surface, and an edge respectively connected with the first and second surface, the belt guide of the belt retaining structure being provided on the edge of the panel. 6. The support base according to claim 5 , wherein the shell includes a channel that extends through the panel from the inner side to the outer side thereof, the channel being adapted to receive the passage of a shoulder belt portion held adjacent to the panel with the belt retaining structure.
