An apparatus for the transportation and payoff of coiled wire and cable, the apparatus comprising a clamshell package, an inner void formed by the clamshell package, the inner void comprising a compartment within for containing coiled wire and cable during transportation and payoff of the wire and cable, a payoff port is coupled to the clamshell package, wherein the coiled wire and cable is extracted from the clamshell package through the payoff port on an axis substantially similar to the axis of the extracted wire and cable, and wherein the payoff port extends from the clamshell package through the coiled wire and cable.

What is claimed is: 1. An apparatus for the transportation and payoff of coiled wire and cable, the apparatus comprising: a flat bottom non-hinged edge connecting a first side and a second side, wherein the flat bottom non-hinged edge connects the first side and second side when the apparatus is in the open position; a payoff port contacting at least one of the sides and extending into the wire and cable, wherein the coiled wire and cable is extracted through the payoff port. 2. The apparatus of claim 1 , wherein the flat bottom non-hinged edge comprises a flat bottom edge on the exterior of the apparatus. 3. The apparatus of claim 2 , wherein the apparatus stands upright on the exterior of the flat bottom non-hinged edge during payoff. 4. The apparatus of claim 1 , wherein the apparatus is formed from plastic. 5. The apparatus of claim 4 , wherein the first and second sides and the flat bottom non-hinged edge are formed from a continuous piece of plastic. 6. The apparatus of claim 4 , wherein the plastic has a thickness of no more than 0.030 inches. 7. The apparatus of claim 1 , wherein the apparatus is water resistant when in closed position. 8. The apparatus of claim 1 , wherein the payoff port is in contact with both the first and second sides. 9. The apparatus of claim 1 , wherein the apparatus is substantially transparent. 10. The apparatus of claim 1 , wherein the apparatus comprises an opening on the first side to allow access to an inner void formed by the wire and cable and wherein first side encompasses the entire opening. 11. An apparatus for the transportation and payoff of coiled wire and cable, the apparatus comprising: an enclosed compartment formed from a first and a second side, wherein the first and second sides are formed from a continuous piece of material; an opening in the first side, wherein the opening provides access to an inner void formed by the wire and cable and wherein the first side encompasses the entire opening; a payoff port contacting at least one of the sides and extending into the wire and cable, wherein the coiled wire and cable is extracted through the payoff port; at least two fasteners located on the edges of the sides, wherein the fasteners connect the first and second sides; and stacking protrusions on the first and second sides, wherein the stacking protrusion comprise male and female protrusions and wherein the male protrusions on the first side correspond to the female protrusions on the second side. 12. The apparatus of claim 11 wherein the male protrusions of a first apparatus interact with the female protrusions of a second apparatus for stacking multiple apparatus. 13. The apparatus of claim 11 wherein the at least two fasteners are interlocking fasteners. 14. The apparatus of claim 1 further comprising a handle formed by the first side and the second side. 15. The apparatus of claim 11 , wherein the payoff port is located adjacent to the handle. 16. The apparatus of claim 11 , wherein the enclosed compartment is water resistant when in closed position. 17. A wire and cable transportation and payoff system, the system comprising: coiled wire and cable, wherein the coiled wire and cable form an inner void; an enclosed compartment formed from a first and a second side wherein the enclosed compartment surrounds the coiled wire and cable and wherein the first and second sides are formed from a continuous piece of material; an opening on the first side, wherein the opening provides access to the inner void formed by the wire and cable and wherein the first side encompasses the entire opening; and a payoff port contacting at least one of the sides and extending into the wire and cable, wherein the coiled wire and cable is extracted through the payoff port. 18. The system of claim 17 further comprising at least two fasteners located on the edges of the sides, wherein the fasteners connect the first and second sides. 19. The system of claim 17 further comprising stacking protrusions on the first and second sides, wherein the stacking protrusion comprise male and female protrusions and wherein the male protrusions on the first side correspond to the female protrusions on the second side. 20. The system of claim 17 further comprising a bottom edge connecting the first and the second sides, wherein the bottom edge further comprises a flat bottom edge on the exterior of the system.
