A method for a transportation vehicle of a transportation vehicle fleet for transmitting data to a data processing system including receiving a message, wherein the message includes information about data to be transmitted and information about a predetermined probability of the data transmission; determining whether the data to be transmitted are transmitted from the transportation vehicle to the data processing system, using a random number generator and the information about the predetermined probability of the data transmission; and sending the data to be transmitted to the data processing system, in response to determining that the data to be transmitted are transmitted from the transportation vehicle to the data processing system.

The invention claimed is: 1. A method for implementation by a transportation vehicle of a transportation vehicle fleet having a plurality of transportation vehicles, the method being for transmission of data from the transportation vehicle to a data processing system remote from each of the plurality of transportation vehicles, the method comprising: the transportation vehicle receiving a first message that includes information about data to be transmitted to the remote data processing system and information about a predetermined probability of data transmission that is specific to the transportation vehicle, wherein the predetermined transmission probability information provides an indication of a sample size within the plurality of transportation vehicles, the transportation vehicle determining whether to perform data transmission to the remote data processing system based on both the predetermined transmission probability information and a state included in a sequence of random states generated from a predetermined set of states via a random generator; in response to the state generated by the random generator matching the indication of the sample size within the plurality of transportation vehicles, the transportation vehicle performing data transmission to the remote data processing system, wherein the first message received by the transportation vehicle further comprises repetition information that dictates a need to re-determine whether to perform data transmission from the transportation vehicle to the remote data processing system wherein determinations and re-determinations are successive determinations; and re-determining whether to perform data transmission from the transportation vehicle to the remote data processing system in accordance with the repetition information transmitted to the transportation vehicle. 2. The method of claim 1 , wherein, in response to the state generated by the random generator failing to match the indication of sample size within the plurality of transportation vehicles, no data transmission is performed. 3. The method of claim 1 , wherein the repetition information indicates a predetermined period of time between successive determinations. 4. The method of claim 1 , wherein the repetition information indicates a period between successive determinations defined by the distance traveled by the transportation vehicle between successive determinations. 5. The method of claim 1 , further comprising: the transportation vehicle receiving a second message that includes information about a predetermined second probability of data transmission; and re-determining whether to perform data transmission, the re-determination using the state determined by the random generator and the second information about the predetermined second probability of data transmission. 6. A transportation vehicle comprising: a receiving circuit configured to receive a first message that includes information about data to be transmitted and information about a predetermined transmission probability; a processor circuit configured to determine whether to perform data transmission to a remote data processing system using a state included in a sequence of random states generated from a predetermined set of states via a random generator and the predetermined transmission probability; and a transmission circuit configured to perform data transmission in response to the processor circuit determining whether to perform data transmission from the transportation vehicle to the remote data processing system, wherein the first message further comprises repetition information that dictates a need to re-determine whether to perform data transmission from the transportation vehicle to the remote data processing system, and wherein a re-determination is made based on the repetition information. 7. The transportation vehicle of claim 6 , wherein the transmission circuit does not perform data transmission in response to the determination of the processor circuit. 8. The transportation vehicle of claim 6 , wherein the repetition information indicates the re-determination of whether to perform data transmission, the repetition information specifying re-determination occurs after the expiry of a predetermined period of time since the previous determination. 9. The transportation vehicle of claim 6 , wherein the repetition information indicates the re-determination of whether to perform data transmission, the repetition information specifying that re-determination occurs after the transportation vehicle has traveled a predetermined distance since the previous determination. 10. The transportation vehicle of claim 6 , wherein a second message is received, wherein the second message includes information about a predetermined second probability of data transmission, and a re-determination whether to perform data transmission uses the state included in the sequence of random states generated from the predetermined set of states and the second probability of data transmission.
