What is claimed is: 1. A garment comprising: a waist portion having a closable circumference to receive a waist of a wearer of the garment; and a circumference closing system comprising a single continuous line, the line comprising: a first portion of the line secured to the circumference; a second portion of the line extending from the first portion along the closable circumference, at least a region of the second portion including a constrict- able tubular length having an entry location and an exit location; a third portion of the line extending from the second portion into the entry location and through an interior of the constrict-able tubular length of the second portion; a fourth portion of the line exiting the exit location of the constrict-able tubular length; and a sleeve having a first opening, a second opening and a third opening, wherein the second portion extends from within the sleeve through the first opening and into the sleeve through the second opening, wherein the constrict-able tubular length of the second portion of the line is within the sleeve and wherein the fourth portion of the line exits the sleeve through the third opening, and wherein the sleeve has an inner wall adjacent an interior of the closeable circumference and an outer wall opposite the inner wall and wherein the first opening and the second opening extend through portions of the outer wall and wherein the second portion extends over an outer side of the outer wall with the outer wall extending between the second portion and an interior of the sleeve. 2. The garment of claim 1 , wherein an entire length of the line is a constrict-able tube. 3. The garment of claim 2 , wherein the constrict-able tube comprises a braided tube. 4. The garment of claim 1 , wherein the constrict-able tubular length comprises a braided constrict-able tubular length. 5. The garment of claim 1 , wherein the circumference comprises a band having a first end having a first loop and a second end having a second loop, wherein the second portion passes through the first loop and wherein the circumference closing system further comprises a second line, the second line comprising: a first portion of the second line secured to the circumference; a second portion of the second line extending from the first portion along the closable circumference through the second loop, at least a region of the second portion including a constrict-able tubular length having an entry location and an exit location; a third portion of the second line extending from the second portion into the entry location and through an interior of the constrict-able tubular length of the second portion of the second line; and a fourth portion of the second line exiting the exit location of the constrict-able tubular length. 6. The garment of claim 5 , wherein the fourth portion of the line and the fourth portion of the second line are secured to the garment. 7. The garment of claim 1 further comprising leg openings. 8. The garment of claim 1 , wherein the constrict-able tubular length is configured to constrict in diameter around the third portion in response to axial loads placed upon the constrict-able tubular length. 9. The garment of claim 1 , wherein the sleeve has openings consisting of the first opening, the second opening and the third opening. 10. The garment of claim 1 , wherein the first opening extends through the outer wall in a first direction perpendicular to a first portion of a face of the outer wall adjacent the first opening and wherein the second opening extends through a second portion of the face of the outer wall adjacent the second opening. 11. The garment of claim 10 , wherein the third opening extends through a face of the inner wall in a direction perpendicular to the face of the inner wall. 12. The garment of claim 1 , wherein the second portion extends outside the sleeve and the closeable circumference adjacent an outer circumferential side of the sleeve and wherein the fourth portion extends outside the sleeve within the closable circumference. 13. The garment of claim 1 , wherein the inner wall has a first imperforate portion directly opposite the first opening and a second imperforate portion directly opposite the second opening. 14. The garment of claim 13 , wherein the outer wall has an imperforate portion directly opposite the third opening. 15. A garment comprising: a body of material having a closable circumference to receive a waist of a wearer; and a circumference closing system comprising: a first line, the first line comprising: a first portion of the first line secured to the circumference at a first location; a second portion of the first line having a first constrict-able tubular length with a first entry location and a first exit location; a third portion of the first line extending from the second portion along and in a first direction about the closable circumference; and a second line, the second line comprising: a first portion of the second line secured to the circumference at a second location; a second portion of the second line having a second constrict-able tubular length with a second entry location and a second exit location; a third portion of the second line extending from the second portion along and in a second direction, opposite the first direction, about the closable circumference, wherein the first line further comprises: a fourth portion of the first line extending from the third portion into the second entry location and through the second constrict-able tubular length; and a fifth portion of the first line exiting the second constrict-able tubular length at the second exit location, and wherein the second line further comprises: a fourth portion of the second line extending from the third portion of the second line into the first entry location and through the first constrict-able tubular length; and a fifth portion of the second line exiting the first constrict-able tubular length at the first exit location of the first line. 16. The garment of claim 15 , wherein the fifth portion of the first line and the fifth portion of the second line are secured to the garment. 17. The garment of claim 15 , wherein an entire length of the first line and the entire length of the second line are each a constrict-able tube. 18. The garment of claim 15 , wherein each constrict-able tube comprises a braided tube. 19. The garment of claim 15 , wherein the first constrict-able tubular length and the second constrict-able tubular length each comprise a braided constrict-able tubular length. 20.
