What is claimed is: 1. A counter-mount fluid dispenser comprising: a housing configured to be mounted above a countertop; an outlet nozzle located near a first end of the housing; a dispensation conduit routed through at least a portion of the housing to the outlet nozzle wherein a first end of the dispensation conduit is located proximate the outlet nozzle and a second end of the dispensation conduit is in fluid communication with a pump; a movable access member secured to the housing, wherein the movable access member is movable between a closed position and an open position while remaining secured to the housing; wherein the dispensation conduit remains in place when the movable access member is moved between the closed position and the open position; a reservoir; wherein the pump is in fluid communication with the reservoir; a refill port at least partially concealed by the movable access member when the movable access member is in the closed position and the refill port is accessible when the moveable access member is in an open position; the refill port configured to mate with a refill connector of a refill container; wherein when the refill connector is inserted into the refill port, a sealing member forms a seal that prevents fluid from leaking out of the refill port; and wherein a valve biased closed by a spring opens when the refill connector is inserted into the refill port to allow fluid to flow into the reservoir. 2. The counter-mount fluid dispenser of claim 1 further comprising a vent for venting the reservoir. 3. The counter-mount fluid dispenser of claim 2 further comprising a vent connector for connecting the reservoir vent to the refill container to vent air from the reservoir to the refill container. 4. The counter-mount fluid dispenser of claim 1 wherein the reservoir is a collapsible reservoir. 5. The counter-mount fluid dispenser of claim 1 wherein the reservoir is a non-collapsible reservoir. 6. The counter-mount fluid dispenser of claim 1 wherein the moveable access member is slidably coupled to the housing. 7. The counter-mount fluid dispenser of claim 1 wherein the refill port comprises a lock or latch, wherein the lock or latch retains the refill connector while the reservoir is being refilled. 8. The counter-mount fluid dispenser of claim 1 further comprising a keyed connection. 9. The counter-mount fluid dispenser of claim 8 wherein the keyed connection is a mechanical connection. 10. The counter-mount fluid dispenser of claim 1 wherein the refill port comprises the valve, the sealing member and the spring. 11. A counter-mount fluid dispenser comprising: a housing configured to be mounted above a countertop; the housing having a base and a spout; an outlet located near the end of the spout; an end of base furthest away from the end of the spout is configured to be located near a top of a countertop; a refill port located at least partially in the housing; the refill port configured for mating with a refill connector in fluid communication with a refill container; one or more sealing members for creating a fluid tight connection between the refill port and the refill connector to prevent leaking and seal the fluid passage from the outside environment; a moveable valve; wherein the movable valve moves from a closed position to an open position when the refill connector is fully engaged with the refill port; a reservoir configured to be mounted below a countertop and in fluid communication with the refill port; a dispensation conduit routed from below the countertop through at least a portion of the housing and to the outlet; wherein the dispensation conduit remains in place when the refill port is connected to the distribution conduit. 12. The counter-mount fluid dispenser of claim 11 further comprising a movable access member secured to the housing, wherein the movable access member is movable between a closed position in which the refill port is concealed and an open position in which the refill port is revealed. 13. The counter-mount fluid dispenser of claim 12 wherein the moveable access member slides to provide access to the refill port while remaining secured to the housing. 14. The counter-mount fluid dispenser of claim 12 wherein the moveable access member moves upward to provide access to the refill port while remaining secured to the housing. 15. The counter-mount fluid dispenser of claim 12 wherein the moveable access member rotates to provide access to the refill port while remaining secured to the housing. 16. The counter-mount fluid dispenser of claim 12 wherein the access member moves in a first direction and then moves in a second direction to provide access to the refill port while remaining secured to the housing. 17. A counter-mount fluid dispenser system comprising: a housing configured to be mounted above a countertop; an outlet located near a first end of the housing; the second end of the housing is configured to be located near a top of a countertop; a refill port located at least partially in the housing; an access lid connected to the housing an open position and connected to the housing in a closed position; the refill port having a fluid passage therethrough in fluid communication with a reservoir; the refill port is accessible when the access lid is in the open position; a refill container having a refill connector; the refill port configured for mating with a refill connector; one or more sealing members for creating a fluid tight connection between the refill port and the refill connector; a moveable valve; wherein the movable valve moves from a closed position to an open position when the refill connector is connected to the refill port; a reservoir configured to be mounted below a countertop and in fluid communication with the refill port; a dispensation conduit routed from below the countertop through at least a portion of the housing and to the outlet; and a vent located on the reservoir for allowing air to flow out of the reservoir. 18. The counter-mount fluid dispenser system of claim 17 wherein the dispensation conduit remains in place when the refill port is connected to the distribution conduit. 19. The counter-mount fluid dispenser system of claim 17 further comprising a vent connector for connecting the vent of the reservoir to the interior of the refill container to allow air to pass from the reservoir to the refill container. 20. The counter-mount fluid dispenser system of claim 17 wherein the access lid is located on a top of the housing.
