The invention claimed is: 1. A catalyst for a fuel cell including a carrier-nanoparticle complex comprising: a carbon carrier; a polymer layer provided on a surface of the carbon carrier and having an amine group and a hydrogen ion exchange group represented by the following Chemical Formula 12; and metal nanoparticles provided on the polymer layer and having an octahedron structure, wherein the metal nanoparticles include a first metal and a second metal; the first metal and the second metal are different from each other; and a molar ratio of the first metal and the second metal is from 0.8:0.2 to 0.9:0.1, wherein the first metal includes at least one of platinum (Pt), palladium (Pd), rhodium (Rh), iridium (Ir) and ruthenium (Ru), wherein the second metal includes at least one of nickel (Ni), osmium (Os), cobalt (Co), iron (Fe) and copper (Cu): —SO 3 − X [Chemical Formula 12] wherein, in Chemical Formula 12, X is a monovalent cation group, wherein the polymer layer includes polyalkyleneimine (PEI) having the amine group and a hydrogen ion exchange polymer having the hydrogen ion exchange group, or a polymer derived from polyalkyleneimine having the amine group and a hydrogen ion exchange polymer having the hydrogen ion exchange group, wherein based on the total elements on the polymer layer surface, the content of the nitrogen element of the amine group is greater than or equal to 0.01% by weight and less than or equal to 5% by weight, and the content of the sulfur element of the hydrogen ion exchange group of Chemical Formula 12 is greater than or equal to 0.01% by weight and less than or equal to 1% by weight. 2. The catalyst for a fuel cell of claim 1 , wherein the polyalkyleneimine (PEI) and the hydrogen ion exchange polymer has a weight ratio (PEI/hydrogen ion exchange polymer) of greater than or equal to 15 and less than or equal to 100. 3. A membrane electrode assembly comprising: an anode catalyst layer; a cathode catalyst layer; and a polymer electrolyte membrane provided between the anode catalyst layer and the cathode catalyst layer, wherein the cathode catalyst layer includes the catalyst of claim 1 . 4. A fuel cell comprising the membrane electrode assembly of claim 3 .
