What is claimed is: 1. An apparatus for measuring dispensed spooled wire or cable, the apparatus comprising: a footage counting assembly, wherein the footage counting assembly comprises: a lower eyelet; an upper eyelet located above the lower eyelet; a measuring device located between the lower and upper eyelets; and a castered wheel located above the upper eyelet, wherein the castered wheel interacts with the wire or cable after the wire or cable passes through the lower and upper eyelets and wherein the castered wheel has a rotational axis that is perpendicular to a caster axis. 2. The apparatus of claim 1 , wherein the footage counting assembly is rotatable. 3. The apparatus of claim 2 , wherein the footage counting assembly is located substantially along a vertical axis of the wire or cable during installation. 4. The apparatus of claim 3 , wherein the castered wheel is located substantially along the vertical axis of the wire or cable during installation. 5. The apparatus of claim 1 , wherein the lower and upper eyelets are located substantially along the path of the wire or cable during installation. 6. The apparatus of claim 1 , wherein the castered wheel is a grooved, castered wheel. 7. The apparatus of claim 1 , wherein the wire or cable for installation is transformed from a substantially vertical axis to a substantially horizontal axis. 8. The apparatus of claim 1 , wherein the wire or cable exiting the castered wheel is on a different axis from the wire or cable entering the castered wheel. 9. The apparatus of claim 1 , wherein the castered wheel reorients the wire or cable along a direction toward installation. 10. A system for the movement and dispensing of spooled wire or cable, the system comprising: a wheeled frame; a footage counting assembly attached to the wheeled frame, wherein the footage counting assembly comprises: a lower eyelet; an upper eyelet located above the lower eyelet; a measuring device located between the lower and upper eyelets; and a castered wheel located above the upper eyelet, wherein the castered wheel interacts with the wire or cable after the wire or cable passes through the lower and upper eyelets and wherein the castered wheel has a rotational axis that is perpendicular to a caster axis. 11. The system of claim 10 , further comprising a barrel pack containing spooled wire or cable. 12. The system of claim 11 , wherein the barrel pack is secured to the wheeled frame. 13. The system of claim 11 , wherein the footage counting assembly is rotatably attached to the wheeled frame. 14. The system of claim 13 , wherein the footage counting assembly is located within an area defined by the wheeled frame during transportation of the barrel pack. 15. The system of claim 10 , wherein the footage counting assembly is located substantially along a vertical axis of the wire or cable during installation. 16. The system of claim 10 , wherein the lower and upper eyelets are located substantially along the path of the wire or cable during installation. 17. The system of claim 10 , wherein the castered wheel is a grooved, castered wheel. 18. The system of claim 10 , wherein the wire or cable for installation is transformed from a substantially vertical axis to a substantially horizontal axis. 19. The system of claim 10 , wherein the wire or cable exiting the castered wheel is on a different axis from the wire or cable entering the castered wheel. 20. The system of claim 10 , wherein the castered wheel reorients the wire or cable along a direction toward installation.
