A subscriber communicates over an IP-based wireless telecommunications network through an access point. Identifiers associated with the access point (e.g., MAC address IP address, FQDN . . . ) are stored in a database. Each access point is mapped into one or more service zones, where service zones are mapped to service types. The subscriber has a rate plan that is based on a selection of one or more service types. When a wireless connection between the subscriber and the IP-based wireless telecommunications network is established, the access point identifiers are used to retrieve a service zone ID from the database. Upon completion of the communication, a call detail record can be generated that includes the service zone ID for the communication. The billing system can then retrieve billing plan information to determine an appropriate rate for the subscriber based on the service zone ID.

We claim: 1. At least one tangible computer-readable medium, carrying instructions, which when implemented by a data processor, perform a method for facilitating billing of IP-based communications from a mobile device over a converged network that includes a cellular network and an IP-based wireless access network, the method comprising: receiving a call detail record representing an IP-based communication of data including voice information using one of multiple access points, wherein sets of the multiple access points form different, defined service zones exclusively for the IP-based wireless access network; extracting a service zone identifier from the call detail record, wherein the service zone identifier is associated with one or more of the defined service zones where the mobile device obtained access to the converged network through one or more corresponding access points, wherein the one or more corresponding access points communicate with the mobile device using a telecommunication standard for the converged network that includes both the cellular network and the IP-based wireless access network, wherein the service zone identifier is separate from a cell global identifier (CGI) for a cell site, and wherein the service zone identifier is associated with one of two or more different billing rates; and mapping a subscriber for the mobile device to one of two or more differing service types via a subscriber database; and associating a bill rate associated with the call detail record at least partially based on the service zone identifier, wherein associating the bill rate includes determining a unique billing plan corresponding to the service zone and the service type. 2. The non-transitory computer-readable medium of claim 1 , wherein associating the bill rate includes determining a unique billing plan corresponding to the service zone that includes the access point used for the IP-based communication. 3. The non-transitory computer-readable medium of claim 1 , wherein: the service zone identifier represents two or more billing rate plans, wherein each billing rate plan corresponds to a unique grouping of access points within the service zone; and associating the bill rate includes determining a unique billing plan corresponding to the access point used for the IP-based communication. 4. The non-transitory computer-readable medium of claim 1 , wherein the service zones include preferred zones. 5. The non-transitory computer-readable medium of claim 1 , wherein: the call detail record includes a start time, a stop time, and a time zone; and associating the billing rate is partially based on the start time, the stop time, and the time zone, with the billing rate specific to the multiple access points and the mobile device identifier. 6. The non-transitory computer-readable medium of claim 1 , wherein the service zone identifier is keyed to at least one of: a Media Access Control (MAC) address; a range of MAC addresses; a fully qualified domain name (FQDN); or an IP address. 7. A computer implemented method for facilitating billing for a converged network that includes a cellular telecommunications network and an IP based wireless access network, the billing method comprising: identifying a service zone identifier from an overloaded variable in a received call detail record for representing an IP-based communication exchanging data, including voice information, using one of multiple access points, wherein sets of the multiple access points form different, defined service zones exclusively for the IP-based wireless access network, wherein the service zone identifier is associated with one or more of the defined service zones where a mobile device obtained access to the converged network through the IP based wireless access network, wherein the one or more corresponding access points communicate with the mobile device using a telecommunication standard associated with the converged network that includes both the cellular network and the IP-based wireless access network, wherein the service zone identifier is associated with one of two or more different billing rates; and mapping a subscriber for the mobile device to one of two or more differing service types via a subscriber database; and associating a bill rate associated with the call detail record at least partially based on a subscriber identifier for the mobile device, wherein associating the bill rate includes determining a unique billing plan corresponding to the service zone and the service type. 8. The method of claim 7 , wherein the service zones include preferred zones. 9. The method of claim 7 , wherein: the call detail record includes a start time, a stop time, and a time zone; and associating the billing rate partially based on the start time, the stop time, and the time zone, with the billing rate specific to the multiple access points and the mobile device identifier. 10. The method of claim 7 , wherein associating the billing rate includes: querying a subscriber identification database; and determining a unique billing plan corresponding to the subscriber identification. 11. The method of claim 7 , wherein associating the billing rate includes: querying a service type database; and determining a unique billing plan corresponding to the service type. 12. The method of claim 7 , wherein at least one of the service zones is associated with more than one access point and for representing a virtual cell for associated access points with the virtual cell modeling a cell for the cellular telecommunications network. 13. The method of claim 7 , wherein the service zone identifier is keyed to: a Media Access Control (MAC) address; a range of MAC addresses; a fully qualified domain name (FQDN); or an IP address. 14. A system for facilitating call detail record billing in a converged network that includes a cellular network and an IP-based wireless access network, the system comprising: at least one processor coupled to a billing system and configured to: determine a service zone identifier from a call detail record, wherein the call detail record represents an IP-based communication data including voice information using one of multiple access points; wherein sets of the multiple access points form different, defined service zones exclusively for the IP-based wireless access network, wherein the service zone identifier is associated with one or more of the defined service zones where the mobile device obtained access to the converged network through one or more corresponding access points, and wherein the one or more corresponding access points communicate with the mobile device using a telecommunication standard for the converged network that includes the cellular network and the IP-based wireless access network, wherein the service zone identifier is associated with one of two or more different billing rates; and associate a billing rate associated with the call detail record partially based on and the service zone identifier, wherein the service zone identifier represents two or more billing rate plans, wherein each billing rate plan corresponds to a unique grouping of access points within the service zone; and wherein associating the bill rate includes determining a unique billing plan corresponding to the access point used for the IP-based communication. 15.
