What is claimed is: 1. A method for setting an alarm time by an electronic device, comprising: displaying, on a touch screen of the electronic device, a user interface of an alarm application executed in the electronic device, the user interface including a plurality of time points arranged at regular intervals along a circumferential direction in an edge area of a substantially circular dial and including a first icon aligned with a first point among the plurality of time points, and a second icon aligned with a second point among the plurality of time points; and in response to a touch drag on at least one of the first icon or the second icon of the alarm application displayed on the touch screen in a clockwise or counterclockwise direction: moving the at least one of the first icon or the second icon around at least some of the plurality of time points in the clockwise or counterclockwise direction with respect to a center point of the substantially circular dial, and displaying a user sleep start time corresponding to the first icon and a user sleep end time corresponding to the second icon in a first area of the user interface, and a user sleep time based on the user sleep start time and the user sleep end time in a second area of the user interface separated from the first area by at least the edge area of the substantially circular dial, wherein text of the user sleep start time changes along with movement of the first icon with respect to the center point by the touch drag, text of the user sleep end time changes along with movement of the second icon with respect to the center point by the touch drag, and text of the user sleep time changes along with movement of at least one of the first icon and the second icon, wherein the first icon includes a first image representing a user sleep start and the second icon includes a second image representing a user sleep end time, and the first image of the first icon is different from the second image of the second icon. 2. The method of claim 1 , wherein the user interface displays a date and time corresponding to a location of the first icon and a date and time corresponding to a location of the second icon, and the date and time, which has been displayed in the user interface, corresponding to at least one of the location of the first icon or the location of the second icon, is changed based on a movement direction and movement location of the at least one of the first icon or the second icon. 3. An electronic device, comprising: a touch screen; and a processor configured to: display, on the touch screen, a user interface of an alarm application executed in the electronic device, the user interface including a plurality of time points arranged at regular intervals along a circumferential direction in an edge area of a substantially circular dial and including a first icon aligned with a first point among the plurality of time points, and a second icon aligned with a second point among the plurality of time points; and in response to a touch drag on at least one of the first icon or the second icon of the alarm application displayed on the touch screen in a clockwise or counterclockwise direction: move the at least one of the first icon or the second icon around at least some of the plurality of time points in the clockwise or counterclockwise direction with respect to a center point of the substantially circular dial, and display a user sleep start time corresponding to the first icon and a user sleep end time corresponding to the second icon in a first area of the user interface, and a user sleep duration time based on the user sleep start time and the user sleep end time in a second area of the user interface separated from the first area by at least the edge area of the substantially circular dial, wherein text of the user sleep start time is configured to change along with movement of the first icon with respect to the center point by the touch drag, text of the user sleep end time is configured to change along with of the second icon with respect to the center point by the touch drag, and text of the user sleep duration time changes along with movement of at least one of the first icon and the second icon, wherein the first icon includes a first image representing a user sleep start and the second icon includes a second image representing a user sleep end time, and the first image of the first icon is different from the second image of the second icon. 4. The electronic device of claim 3 , wherein the user interface includes a date and time corresponding to a location of the first icon and a date and time corresponding to a location of the second icon, and the date and time, which has been displayed in the user interface, corresponding to at least one of the location of the first icon or the location of the second icon, is configured to be changed based on a movement direction and movement location of the at least one of the first icon or the second icon. 5. The electronic device of claim 4 , wherein the processor is configured to change time, which has been displayed to correspond to a location of the at least one of the first icon or the second icon, so that the time corresponds to the movement location of the at least one of the first icon or the second icon, and to change, when movement of the at least one of the first icon or the second icon in a first direction via the date change point is displayed, the date displayed to correspond to the location of the at least one of the first icon or the second icon to a date obtained by adding one day to the date displayed to correspond to the location of the at least one of the first icon or the second icon. 6. The electronic device of claim 3 , wherein the plurality of time points correspond to a 24-hour range. 7. The electronic device of claim 3 , wherein, the processor is configured to stop movement of the first icon when movement of the first icon in a first direction on the plurality of time points is displayed and when an interval between a location point of the first icon and a location point of second icon becomes a preset reference interval, and, the processor is configured to stop the movement of the second icon when movement of the second icon in a second direction on the plurality of time points is displayed and when the interval between the location point of the first icon and the location point of second icon becomes the preset reference interval. 8. The electronic device of claim 7 , wherein the processor is configured to control the touch screen to display a user interface indicating that the first icon and the second icon cannot cross each other, when the movement of the first icon is stopped and then an input for moving the first icon in the first direction is received or when the movement of the second icon is stopped and then an input for moving the second icon in the second direction is received. 9. The electronic device of claim 3 , wherein, the processor is configured to control the first icon and the second icon to simultaneously move in a first direction while maintaining a preset reference interval when the movement of the first icon in the first direction on the plurality of time points is displayed and when an interval between a location point of the first icon and a location point of second icon becomes the reference interval; and the processor is configured to control the first icon and the second icon to simultaneously move in a second direction while maintaining the reference interval when the movement of the second icon in the second direction on the plurality of time points is displayed and when an interval between a location point of the first icon and a location point of second icon becomes a preset re
