In an implementation, guiding a service flow is described. Historical behavior data of one or more users who use a target service is obtained for the target service. The historical behavior data is analyzed to obtain one or more user features. One or more target users are selected from one or more users who do not use the target service based on the one or more user features. Each target user has at least one of the one or more user features. Service flow guiding information is sent to each target user. The service flow guiding information guides each target user to use the target service.

What is claimed is: 1. A computer-implemented method, comprising: registering, by an application system, a plurality of users, wherein the application system provides a plurality of online payment services including a target online payment service, the plurality of online payment services include at least one of a water bill payment service, an electricity bill payment service, or a gas bill payment service, each user of the plurality of users has an application of the application system, including a service portal of the target online payment service, installed on an electronic device associated with the user, the plurality of users include one or more first users who use the target online payment service and one or more second users who do not use the target online payment service, and each first user of the one or more first users uses the target online payment service to pay a bill online through a service portal on an application installed on an electronic device associated with the first user; obtaining, by the application system, information of a registered user when the registered user uses any online payment service provided by the application system; storing, by the application system and in a data warehouse, the information of the registered user as historical behavior data of the registered user, wherein the historical behavior data of the registered user includes geographical location information of the registered user and payment information of the registered user; obtaining, by the application system and based on historical behavior data of the one or more first users stored in the data warehouse, a geographical range that the one or more first users are located within; selecting, by the application system and from the one or more second users, one or more target users, wherein the one or more target users are located in a same geographical range that the one or more first users are located within, and the one or more target users are determined to be inclined to use the target online payment service based on historical behavior data of the one or more target users stored in the data warehouse; and sending, by the application system, service flow guiding information to the one or more target users instead of to all the one or more second users, wherein the service flow guiding information guides each target user of the one or more target users to use the target online payment service to pay a bill online through a service portal on an application installed on an electronic device associated with the target user. 2. The computer-implemented method of claim 1 , wherein the plurality of online payment services further include a cable television bill payment service. 3. The computer-implemented method of claim 1 , further comprising sending, by the application system and to the one or more first users, one or more bill reminders associated with the plurality of online payment services. 4. The computer-implemented method of claim 1 , wherein the historical behavior data of the one or more target users include historical publishing information of the one or more target users, and historical publishing information of a target user indicates that the target user expects to use the target online payment service. 5. The computer-implemented method of claim 1 , wherein the historical behavior data of the one or more target users include user activeness information and feedback behavior information for historical marketing, and user activeness information of a target user indicates that the target user is active in service activeness and feedback behavior information for historical marketing of the target user indicates that the target user is active in marketing feedback. 6. The computer-implemented method of claim 1 , wherein the service flow guiding information includes associated service flow guiding information, and the associated service flow guiding information guides each target user to use an associated service associated with the target online payment service. 7. The computer-implemented method of claim 1 , further comprising in response to at least one target user using the target online payment service based on the service flow guiding information, updating, by the application system, the one or more first users to include the at least one target user. 8. A non-transitory, computer-readable medium storing one or more instructions executable by a computer system to perform operations comprising: registering, by an application system, a plurality of users, wherein the application system provides a plurality of online payment services including a target online payment service, the plurality of online payment services include at least one of a water bill payment service, an electricity bill payment service, or a gas bill payment service, each user of the plurality of users has an application of the application system, including a service portal of the target online payment service, installed on an electronic device associated with the user, the plurality of users include one or more first users who use the target online payment service and one or more second users who do not use the target online payment service, and each first user of the one or more first users uses the target online payment service to pay a bill online through a service portal on an application installed on an electronic device associated with the first user; obtaining, by the application system, information of a registered user when the registered user uses any online payment service provided by the application system; storing, by the application system and in a data warehouse, the information of the registered user as historical behavior data of the registered user, wherein the historical behavior data of the registered user includes geographical location information of the registered user and payment information of the registered user; obtaining, by the application system and based on historical behavior data of the one or more first users stored in the data warehouse, a geographical range that the one or more first users are located within; selecting, by the application system and from the one or more second users, one or more target users, wherein the one or more target users are located in a same geographical range that the one or more first users are located within, and the one or more target users are determined to be inclined to use the target online payment service based on historical behavior data of the one or more target users stored in the data warehouse; and sending, by the application system, service flow guiding information to the one or more target users instead of to all the one or more second users, wherein the service flow guiding information guides each target user of the one or more target users to use the target online payment service to pay a bill online through a service portal on an application installed on an electronic device associated with the target user. 9. The non-transitory, computer-readable medium of claim 8 , wherein the plurality of online payment services further include a cable television bill payment service. 10. The non-transitory, computer-readable medium of claim 8 , the operations further comprising sending, by the application system and to the one or more first users, one or more bill reminders associated with the plurality of online payment services. 11. The non-transitory, computer-readable medium of claim 8 , wherein the historical behavior data of the one or more target users include historical publishing information of the one or more target users, and historical publishing information of a target user indicates that the target user expects to use the target online payment
