An apparatus and method for transmitting an indicator of channel quality while minimizing the use of a broadcast channel is described. A metric of forward link geometry of observed transmission signals is determined. An indicator of channel quality value is determined as a function of the observed transmission signals. An access sequence is selected, randomly, from one group of a plurality of groups of access sequences, wherein each of the plurality of groups of access sequences correspond to different ranges of channel quality values.

What is claimed is: 1. A method of wireless communication by an access terminal, the method comprising: receiving system information comprising an indication of a threshold associated with data transmission; selecting an access sequence group from a plurality of access sequence groups based at least in part on comparing a metric of a data transmission to the indicated threshold; selecting an access sequence from a plurality of access sequences in the selected access sequence group; transmitting the selected access sequence; receiving, based at least in part on transmitting the selected access sequence, an access grant message defining one or more resource assignments to be used by one or more access terminals, wherein the access grant message is sent to the one or more access terminals; determining a resource assignment allocated to the access terminal from the one or more resource assignments for the one or more access terminals; and sending data according to the resource assignment allocated to the access terminal in the access grant message. 2. The method of claim 1 , wherein the access grant message is received on a shared signaling channel. 3. The method of claim 2 , wherein transmitting further comprises transmitting in accordance with a Frequency Division Multiplex (FDM) scheme. 4.
