Systems and methods of providing information via a computer network are provided. A data processing system can identify a cluster that includes a plurality of online content items having a semantic or user similarity. The data processing system determines a plurality of cluster placement criteria of the cluster, and receives content configured for display with a web page. The content can be associated with the cluster based on the semantic or user similarity. A cluster placement criterion of the plurality of cluster placement criteria can be selected based on a quality metric of the selected cluster placement criterion, and the selected cluster placement criterion can be provided as a supplemental criterion used to select the content for display with the web page.

What is claimed is: 1. A computer-implemented method to provide content items on selected locations on electronic documents, comprising: receiving, by one or more computing devices, a content item to be displayed on a user computing device, wherein the content item includes information about a type of item; identifying, by the one or more computing devices, a cluster of content items containing information about the type of item; determining one or more placement criteria, from among multiple placement criteria for the cluster of content items, that (i) have a quality metric that is higher than the quality metric of other placement criteria among the multiple placement criteria, and that (ii) are not already included in a set of placement criteria of the content item; assigning the one or more placement criteria to control distribution of the content item based on the determination that the one or more placement criteria (i) have a quality metric that is higher than the quality metric of other placement criteria among the multiple placement criteria, and (ii) are not already included in the set of placement criteria of the content item; receiving, by one or more computing devices, a request to serve content in conjunction with an electronic document; identifying, by the one or more computing devices, a plurality of potential placements on the electronic document to display the content item; determining, by the one or more computing devices, interaction or conversion rates of each of the plurality of placement criteria based on interaction or conversion data for previous content items previously provided in conjunction with the document; selecting, by the one or more computing devices, a particular placement criterion from among the one or more placement criteria based, at least in part, on the determined interaction or conversion rates; and providing, by the one or more computing devices, the content item to the user computing device for display placement on the electronic document based on the assignment of the one or more placement criteria to control distribution of the content item and the selection of the particular placement criterion. 2. The computer implemented method of claim 1 , wherein the previous content items have characteristics similar to the content item. 3. The computer implemented method of claim 1 , wherein the previous content items are previous servings of the content item. 4. The computer implemented method of claim 1 , wherein selecting the particular placement criterion from among the one or more placement criteria comprises selecting the particular placement criterion based on a determination that the particular placement criterion had a highest conversion rate. 5. The computer implemented method of claim 1 , wherein the previous content items are associated with a producer of the content item. 6. The computer implemented method of claim 1 , wherein the previous content items are associated with a product associated with the content item. 7. The computer implemented method of claim 1 , wherein a conversion comprises an action taken by a user after interaction with the content item. 8. The computer implemented method of claim 1 , wherein the electronic document is a website. 9. A computer program product, comprising: non-transitory computer-readable storage device storing computer-executable program instructions that, when executed by one or more computing devices, cause the one or more computing devices to perform operations comprising: receiving a content item to be displayed on a user computing device, wherein the content item includes information about a type of item; identifying a cluster of content items containing information about the type of item; determining one or more placement criteria, from among multiple placement criteria for the cluster of content items, that (i) have a quality metric that is higher than the quality metric of other placement criteria among the multiple placement criteria, and that (ii) are not already included in a set of placement criteria of the content item; assigning the one or more placement criteria to control distribution of the content item based on the determination that the one or more placement criteria (i) have a quality metric that is higher than the quality metric of other placement criteria among the multiple placement criteria, and (ii) are not already included in the set of placement criteria of the content item; receiving a request to serve content in conjunction with an electronic document; determining interaction or conversion rates of each of the plurality of placement criteria based on interaction or conversion data for previous content items previously provided in conjunction with the electronic document; selecting a particular placement criterion from among the one or more placement criteria based, at least in part, on the determined interaction or conversion rates; and providing the content item to the user computing device for display on the electronic document based on the assignment of the one or more placement criteria to control distribution of the content item and the selection of the particular placement criterion. 10. The computer program product of claim 9 , wherein the previous content items have characteristics similar to the content item. 11. The computer program product of claim 9 , wherein the previous content items are previous servings of the content item. 12. The computer program product of claim 9 , wherein selecting the particular placement criterion from among the one or more placement criteria comprises selecting the particular placement criterion based on a determination that the particular placement criterion had a highest conversion rate. 13. The computer program product of claim 9 , wherein the previous content items are associated with a producer of the content item. 14. A system, to provide content items on selected locations on electronic documents, comprising: a storage device; and a processor communicatively coupled to the storage device, wherein the processor executes application code instructions that are stored in the storage device that cause the system to perform operations comprising: receiving a content item to be displayed on a user computing device, wherein the content item includes information about a type of item; identifying a cluster of content items containing information about the type of item; determining one or more placement criteria, from among multiple placement criteria for the cluster of content items, that (i) have a quality metric that is higher than the quality metric of other placement criteria among the multiple placement criteria, and that (ii) are not already included in a set of placement criteria of the content item; assigning the one or more placement criteria to control distribution of the content item based on the determination that the one or more placement criteria (i) have a quality metric that is higher than the quality metric of other placement criteria among the multiple placement criteria, and (ii) are not already included in the set of placement criteria of the content item; receiving a request to serve content in conjunction with an electronic document; determining interaction or conversion rates of each of the plurality of placement criteria based on interaction or conversion data for previous content items previously provided in conjunction with the potential electronic document; selecting a particular placement criterion from among the one or more placement criteria based, at least in part, on the determined interaction or conversion rates; and providing
