The invention claimed is: 1. A multi-layer polymer extruded rod product comprising tens to thousands of annular polymeric layers wherein one or more of said annular polymeric layers includes electrical conductive particles, wherein the electrical conductive particles form an electrical conducting network in the one or more of said annular polymeric layers through alignment of the electrical conductive particles along the direction of the extrusion and wherein the multi-layer polymer extruded rod product includes a plurality of separate electrical conductive pathways along the length of extrusion. 2. The multi-layer polymer extruded rod product according to claim 1 , wherein one or more of said annular polymeric layers are milli, micro or nano size, and wherein said one or more said annular layers including electrical conductive particles include electrical conductive particles that are nanoparticles. 3. The multi-layer polymer extruded rod product according to claim 1 , wherein said one or more of said annular polymeric layers including electrical conductive particles are layered between nonconducting annular polymeric layers. 4. The multi-layer polymer extruded rod product according to claim 1 , wherein said multi-layer polymer extruded rod product is resistant to Electra-Static Discharges (ESD), Electromagnetic Pulse (EMP), High Power Microwave (HPM) attacks, and Electromagnetic interference (EMI). 5. The multi-layer polymer extruded rod product according to claim 1 , wherein said multi-layer polymer extruded rod product is a wire. 6. The multi-layer polymer extruded rod product according to claim 1 , wherein said multi-layer polymer extruded rod product is a battery. 7. The multi-layer polymer extruded rod product according to claim 1 , wherein said multi-layer polymer extruded rod product is a lithium ion battery. 8. The multi-layer polymer extruded rod product according to claim 1 , wherein said multi-layer polymer extruded rod product comprises nonconducting annular polymeric layers including pores adjacent to said one or more of said annular polymeric layers including electrical conductive particles. 9. The multi-layer polymer extruded rod product according to claim 1 , wherein at least one of said one or more of said annular polymeric layers including electrical conductive particles is between 20 nm to 100 μm thick. 10. The multi-layer polymer extruded rod product according to claim 1 , wherein at least one said one or more of said annular polymeric layers including electrical conductive particles is between 20 to 500 nm thick. 11. The multi-layer polymer extruded rod product according to claim 1 , wherein at least one of said one or more of said annular polymeric layers including electric conductive particles is between 20 to 250 nm thick. 12. The multi-layer polymer extruded rod product according to claim 1 , wherein at least one of said one or more of said annular polymeric layers including electrical conductive particles is between 50 to 250 nm thick.
