A networked system for providing and maintaining a set of liquid dispenser stations is described. The fluid dispensers communicate with a managing/supervisory cloud server via an interposed base station. The fluid dispensers communicate locally with the base station via wireless communication network links. The base station operates as an accumulator of status/usage information provided by the dispenser stations and bridge for passing information and control commands between the cloud server and the individual dispenser stations. The dispenser stations are configured with control processors (controllers) to facilitate performing a variety of local control operations associated with dispensing liquids that have been cooled (or heated) prior to dispensing by the dispenser stations. Additionally, the dispenser stations cooperatively operate with the cloud server (via the base station) to support a variety of real time control and maintenance operations relating to the dispenser stations operating at potentially thousands of distinct geographic locations.

What is claimed is: 1. A liquid dispenser station comprising: a compressor; a condenser; an evaporator; a filler including a filler outlet configured to dispense a liquid; a sensor assembly configured to: monitor for a presence of an object proximate to the filler outlet; and provide electronic proximity signals that are indicative of a proximity of the object; and a controller including a processor and a computer readable medium, wherein the computer readable medium includes instructions which, when executed, cause the controller to: receive the electronic proximity signals from the sensor assembly; stop the filler from dispensing the liquid in an off state; cause the filler to dispense the liquid in an on state; and transition from the off state to the on state to cause the filler to dispense the liquid in response to determining that a first signal level of one of the electronic proximity signals received from the sensor assembly is within a stillness value range indicative of a still object. 2. The liquid dispenser station of claim 1 , wherein the controller is configured to determine upper and lower boundaries of the stillness value range based upon a preceding signal level of a preceding one of the electronic proximity signals. 3. The liquid dispenser station of claim 2 , wherein the controller is configured to determine: the upper boundary as a sum of the preceding signal level and a predefined change level; and the lower boundary as a difference between the preceding signal level and the predefined change level. 4. The liquid dispenser station of claim 1 , wherein the controller is configured to operate the liquid dispenser station in a waiting-to-clear state, wherein, in the waiting-to-clear state, the controller is configured to stop the filler from dispensing the liquid while the sensor assembly continues to detect the object proximate to the filler outlet. 5. The liquid dispenser station of claim 4 , wherein the controller is configured to transition from the on state to the waiting-to-clear state in response to determining, based on the electronic proximity signals received from the sensor assembly, that the on state has been continuously active for a predefined period of time. 6. The liquid dispenser station of claim 4 , wherein the controller is configured to transition from the on state to the waiting-to-clear state in response to determining, based on the electronic proximity signals received from the sensor assembly, that the object is no longer proximate to the filler outlet. 7. The liquid dispenser station of claim 4 , wherein the controller is configured to transition from the on state to the waiting-to-clear state in response to determining that, based on the electronic proximity signals received from the sensor assembly, that the object is being unsteadily positioned proximate to the filler outlet. 8. The liquid dispenser station of claim 7 , wherein the controller is configured to determine that the object is being unsteadily positioned proximate to the filler outlet in response to determining, while in the on state, that that a second signal level of another one of the electronic proximity signals is within a second stillness value range indicative of a still object. 9. The liquid dispenser station of claim 8 , wherein the controller is configured to determine upper and lower boundaries of the second stillness value range based upon a third signal level that precedes the second signal level. 10. The liquid dispenser station of claim 9 , wherein the controller is configured to determine: the upper boundary as a sum of the third signal level and a predefined fraction of the third signal level; and the lower boundary as a difference between the third signal level and the predefined fraction of the third signal level. 11. The liquid dispenser station of claim 4 , wherein the controller is configured to transition from the waiting-to-clear state to the off state in response to determining, based on the electronic proximity signals received from the sensor assembly, that the object is no longer proximate to the filler outlet. 12. The liquid dispenser station of claim 4 , wherein the controller is configured to operate the liquid dispenser station in an error state. 13. The liquid dispenser station of claim 12 , further comprising a communication interface that is configured to report the error state to a remote server when the liquid dispenser station transitions from the error state. 14. The liquid dispenser station of claim 13 , further comprising a display, wherein, in the error state, the controller is configured to stop the filler from dispensing the liquid and the display is configured to present an error message. 15. The liquid dispenser station of claim 13 , wherein the controller is configured to transition from the waiting-to-clear state to the error state in response to determining, based on the electronic proximity signals received from the sensor assembly, that the object remains proximate to the filler outlet. 16. The liquid dispenser station of claim 13 , wherein the controller is configured to transition from the error state to the off state in response to determining, based on the electronic proximity signals received from the sensor assembly, that that the object is no longer proximate to the filler outlet. 17. The liquid dispenser station of claim 1 , further comprising: a sensor for monitoring a presence and usage of a water filter; a first indicator that is configured to activate in response to the controller determining that at least one of that the water filter is not present and the usage of the water filter exceeds a usage limit; a second indicator that is configured to activate in response to the controller determining that the water filter is present and the usage of the water filter exceeds a predefined percentage of the usage limit; and a third indicator that is configured to activate in response to the controller determining that the water filter is present and the usage of the water filter does not exceed the predefined percentage of the usage limit. 18. The liquid dispenser station of claim 1 , further comprising a liquid temperature sensor configured to provide a temperature signal indicative of a liquid temperature within the evaporator, wherein the controller is configured to: determine a predicted liquid temperature based on thermal characteristics of the liquid, the evaporator, and the liquid temperature sensor; and control operation of the compressor based on the predicted liquid temperature. 19. The liquid dispenser station of claim 18 , wherein, to control operation of the compressor based on the predicted liquid temperature, the controller is configured to: activate the compressor in response to determining that the predicted liquid temperature is greater than an upper temperature limit; and deactivate the compressor in response to determining that the predicted liquid temperature is less than a lower temperature limit. 20. A liquid dispenser station comprising: a filler including a filler outlet configured to dispense a liquid; a sensor assembly configured to: monitor for a presence of an object proximate to the filler outlet; and provide electronic proximity signals that are indicative of a proximity of the object; and a controller including a processor and a computer readable medium, wherein the computer readable medium includes instructions which, when executed, cause the controller to: receive the electronic proximity sig
