What is claimed is: 1. An organic electronic device comprising: a carrier substrate; a polymer layer formed on the carrier substrate and having a convex portion and a concave portion formed in a surface thereof; a flexible substrate coming in contact with the convex portion of the polymer layer; an organic electronic element formed on a top surface of the flexible substrate; and an inorganic layer formed between the flexible substrate and the organic electronic element, wherein the flexible substrate is a polymer film having a thickness from 10 to 50 μm, wherein an aspect ratio of the convex portion of the polymer layer is in a range of 10 to 150, and wherein a contact ratio between the polymer layer and the flexible substrate is in a range of 30% to 60%, based on the total area of the polymer layer, wherein the inorganic layer comprising a first sub-layer and a second sub-layer disposed on the first sub-layer, wherein the first sub-layer has a first refractive index and the second sub-layer has a second refractive index, and the first refractive index is smaller than the second refractive index. 2. The organic electronic device of claim 1 , wherein the polymer layer comprises a polyorganosiloxane. 3. The organic electronic device of claim 2 , wherein the polyorganosiloxane comprises a repeating unit represented by the following Formula 1: wherein R 1 and R 2 are each independently hydrogen, an alkyl group, an alkenyl group, or an aryl group. 4. A lighting device comprising the organic electronic device defined in claim 1 . 5. The organic electronic device of claim 1 , wherein the inorganic layer having a thickness from 5 to 60 nm. 6. The organic electronic device of claim 1 , wherein the inorganic layer having a surface roughness from 5 nm or less. 7. The organic electronic device of claim 1 , wherein the first refractive index is 1.4 to 1.9. 8. The organic electronic device of claim 1 , wherein the second refractive index is 2.0 to 2.6.
