A network device receives parameters associated with a usage profile of at least one Internet of Things (IoT) device, where the usage profile specifies a data usage pattern associated with the at least one IoT device transmitting or receiving data via a wireless network. The network device generates a device behavior profile based on the parameters associated with the usage profile, and causes the device behavior profile and an application to be sent to the at least one IoT device, where the application controls the at least one IoT device's transmission or reception via the wireless network using the device behavior profile.

What is claimed is: 1. A method, comprising: receiving parameters corresponding to a usage profile of at least one Internet of Things (loT) device, wherein the usage profile specifies a data usage pattern corresponding to the at least one IoT device transmitting or receiving data via a wireless network; generating one or more service pricing plans for the at least one IoT device to receive wireless service from the wireless network, wherein the one or more service pricing plans are based on the parameters corresponding to the usage profile and a network cost corresponding to supporting services required by the parameters corresponding to the usage profile; receiving a selection of a service pricing plan of the one or more service pricing plans; generating a device behavior profile based on the parameters corresponding to the usage profile and the service pricing plan; generating a set of policy rules, wherein the set of policy rules includes rules to be applied by an application based on the device behavior profile and the service pricing plan, and wherein the set of policy rules causes the application, when executed, to set network connectivity parameters at a transceiver of the at least one IoT device based on the device behavior profile and the service pricing plan; and sending the device behavior profile, the application, and the set of policy rules to the at least one IoT device, wherein the application is executed by a smart card on the at least one IoT device based on the device behavior profile and the set of policy rules. 2. The method of claim 1 , further comprising: receiving a subscriber request to register the at least one IoT device for wireless service via the wireless network; and presenting a user interface to a subscriber that permits the subscriber to provide the parameters corresponding to the usage profile. 3. The method of claim 1 , wherein the parameters corresponding to the usage profile include parameters specifying at least one of: a transmission or reception data quantity, one or more transmission or reception times, a data transmission or reception frequency, a mobility characteristic, a device power characteristic, or a wireless network service requirement. 4. The method of claim 1 , wherein the at least one IoT device comprises a plurality of IoT devices, and wherein sending the device behavior profile, the application, and the set of policy rules comprises sending the device behavior profile, the application, and the set of policy rules to the plurality of IoT devices. 5. The method of claim 4 , wherein the plurality of IoT devices comprise IoT devices that perform similar functions, or that have a same or similar data usage pattern for transmitting or receiving data via the wireless network. 6. The method of claim 4 , further comprising: receiving an identifier associated with the plurality of IoT devices; and storing the identifier and the device behavior profile in a database. 7. The method of claim 1 , further comprising: storing the device behavior profile and the set of policy rules in a database. 8. A network device, comprising: a communication interface configured to connect to a wired network or to a wireless network and to receive parameters corresponding to a usage profile of at least one Internet of Things (IoT) device, wherein the usage profile specifies a data usage pattern corresponding to the at least one IoT device transmitting or receiving data via a wireless network; a memory storing instructions; and a processing unit coupled to the communication interface, and configured to execute the instructions to: generate one or more service pricing plans for the at least one IoT device to receive wireless service from the wireless network, wherein the one or more service pricing plans are based on the parameters corresponding to the usage profile and a network cost corresponding to supporting services required by the parameters corresponding to the usage profile, receive a selection of a service pricing plan of the one or more service pricing plans, generate a device behavior profile based on the parameters corresponding to the usage profile and the service pricing plan, generate a set of policy rules, wherein the set of policy rules includes rules to be applied by an application based on the device behavior profile and the service pricing plan, and wherein the set of policy rules causes the application, when executed, to set network connectivity parameters at a transceiver of the at least one IoT device based on the device behavior profile and the service pricing plan, and cause the device behavior profile, the application, and the set of policy rules to be sent to the at least one IoT device, wherein the application is executed by a smart card on the at least one IoT device based on the device behavior profile and set of policy rules. 9. The network device of claim 8 , wherein the communication interface is further configured to: receive a subscriber request to register the at least one IoT device for wireless service via the wireless network, and wherein the processing unit is further configured to execute the instructions to: cause a user interface to be sent to a subscriber, wherein the user interface permits the subscriber to provide the parameters corresponding to the usage profile. 10. The network device of claim 8 , wherein the parameters corresponding to the usage profile include parameters specifying at least one of: a transmission or reception data quantity, one or more transmission or reception times, a data transmission or reception frequency, a mobility characteristic, a device power characteristic, or a wireless network service requirement. 11. The network device of claim 8 , wherein the at least one IoT device comprises a plurality of IoT devices, and wherein causing the device behavior profile, the application, and the set of policy rules to be sent comprises causing the device behavior profile, the application, and the set of policy rules to be sent to the plurality of IoT devices, and wherein the plurality of IoT devices comprise IoT devices that perform similar functions, or that have a same or similar data usage pattern for transmitting or receiving data via the wireless network. 12. The network device of claim 8 , wherein the processing unit is further configured to execute the instructions to: cause the device behavior profile and the set of policy rules to be stored in a database. 13. A non-transitory storage medium storing instructions executable by a processing unit associated with a network device, wherein the instructions comprise instructions to cause the processing unit to: receive parameters corresponding to a usage profile of at least one Internet of Things (IoT) device, wherein the usage profile specifies a data usage pattern corresponding to the at least one IoT device transmitting or receiving data via a wireless network; generate one or more service pricing plans for the at least one IoT device to receive wireless service from the wireless network, wherein the one or more service pricing plans are based on the parameters corresponding to the usage profile and a network cost corresponding to supporting services required by the parameters corresponding to the usage profile; receive a selection of a service pricing plan of the one or more service pricing plans; generate a device behavior profile based on the parameters corresponding to the usage profile and the service pricing plan; generate a set of policy rules, wherein the set of policy rules includes rules to be applied by an application based on the device behavior
