This application provides a reference signal sending and receiving method, a network device, and a terminal device. The method includes: determining, by a network device, a transmit power used to transmit a reference signal, where the transmit power is related to a quantity of ports carried on an RE occupied by the reference signal; and sending, by the network device, the reference signal based on the transmit power.

What is claimed is: 1. A method, comprising: determining, by a network device, a transmit power to be used to transmit a reference signal, wherein the transmit power is related to a quantity of ports carried on a resource element (RE) to be occupied by the reference signal, and the transmit power of the reference signal is determined using a currently used pilot pattern and correspondences between at least three pre-stored power boosting power boosting values and a plurality of pilot patterns; and sending, by the network device, the reference signal based on the transmit power. 2. The method according to claim 1 , further comprising: sending, by the network device, first indication information, wherein the first indication information indicates a sum of respective transmit powers allocated to the ports currently carried on the RE. 3. A method, comprising: receiving, by a terminal device, a reference signal; determining, by the terminal device, a transmit power of the reference signal, wherein the transmit power is related to a quantity of ports carried on a resource element (RE) occupied by the reference signal, and the transmit power of the reference signal is determined using a currently used pilot pattern and correspondences between at least three pre-stored power boosting power boosting values and a plurality of pilot patterns; and performing, by the terminal device, channel estimation based on the reference signal and the transmit power. 4. A terminal device, comprising: a receiver, configured to receive a reference signal; a processor; and a non-transitory computer-readable storage medium storing a program to be executed by the processor, the program including instructions for: and determining a transmit power of the reference signal, wherein the transmit power is related to a maximum quantity of ports that can be carried on a resource element (RE) occupied by the reference signal, and the transmit power of the reference signal is determined using a currently used pilot pattern and correspondences between at least three pre-stored power boosting power boosting values and a plurality of pilot patterns; and performing channel estimation based on the reference signal and the transmit power. 5. The terminal device according to claim 4 , wherein the receiver is further configured to: receive first indication information, wherein the first indication information indicates a sum of respective transmit powers allocated to the ports carried on the RE occupied by the reference signal. 6. The terminal device according to claim 5 , wherein the first indication information is carried in a radio resource control (RRC) message. 7. The terminal device according to claim 4 , wherein the program further includes instructions for: receiving indication information indicating the currently used pilot pattern. 8. The terminal device according to claim 7 , wherein the indication information is received using radio resource control (RRC) signaling. 9. The terminal device according to claim 4 , wherein the channel estimation is performed to measure channel state information (CSI); and wherein the program further includes instructions for: sending measured CSI information to a network device. 10. The method according to claim 1 , further comprising: sending indication information indicating the currently used pilot pattern. 11. The method according to claim 10 , wherein the indication information is sent using radio resource control (RRC) signaling. 12. The method according to claim 1 , further comprising: receiving channel state information (CSI) that is measured using the reference signal. 13. The method according to claim 3 , further comprising: receiving indication information indicating the currently used pilot pattern. 14. The method according to claim 13 , wherein the indication information is received using radio resource control (RRC) signaling. 15. The method according to claim 3 , wherein the channel estimation is performed to measure channel state information (CSI); and wherein the method further comprises: sending measured CSI information to a network device.
