A video content controller includes a memory and a microprocessor. The memory is configured to store non-transitory computer-readable instructions and video data representing a temporally-varying scene having a plurality of scene-regions. The microprocessor adapted to execute the instructions to (i) receive a current stream-segment of a video stream corresponding to a first scene-region of the plurality of scene-regions during a current playback-time interval, (ii) download, to a memory, a first video segment of a tagged scene-region within the first scene-region, (iii) receive a first display-region signal indicating at least one of a selection and a feature of the first scene-region, (iv) combine the current stream-segment and the first video segment as a video signal, and (vi) transmit, in response to the first display-region signal, the video signal to a display device.

What is claimed is: 1. A method for generating a video signal representing a temporally-varying scene having a plurality of scene-regions, comprising: receiving a current stream-segment of a video stream corresponding to a first scene-region of the plurality of scene-regions during a current playback-time interval; downloading, to a memory, a first video segment of a tagged scene-region within the first scene-region; receiving a first display-region signal indicating at least one of a selection and a feature of the first scene-region; combining the current stream-segment and the first video segment as the video signal; transmitting, after the combining and in response to the first display-region signal, the combined current stream-segment and first video segment as the video signal to a display device that displays the temporally-varying scene represented by the video signal; receiving a next stream-segment of the video stream corresponding to the first scene-region during a next playback-time interval after the current playback-time interval; combining the next stream-segment and the first video segment as a next video signal; and transmitting the next video signal to the display device. 2. The method of claim 1 , further comprising stochastically determining an integer; and repeating the steps, in claim 1 , of receiving, combining, and transmitting a number of times equal to the absolute value of the integer. 3. The method of claim 1 , further comprising, before combining: modifying the first video segment based on at least one of a visual effect and metadata stored on the memory. 4. The method of claim 3 , further comprising downloading at least one of the metadata and the visual effect to the memory. 5. The method of claim 3 , the step of modifying being based on the stored metadata, and further comprising modifying at least one of luminance, chrominance, color histogram, brightness, contrast, gamma correction, saturation, and local spatial pixel or area context of the first video segment. 6. The method of claim 1 , further comprising, before transmitting the video signal: receiving a previous stream-segment of the video stream corresponding to a second scene-region of the plurality of scene-regions during a previous playback-time interval preceding the current playback-time interval; and generating a previous video signal from the previous stream-segment; and transmitting the previous video signal to the display device. 7. The method of claim 6 , further comprising, after receiving the first display-region signal: receiving a next stream-segment of the video stream corresponding to the second scene-region during a next playback-time interval beginning at a same start time as the current playback-time interval; and receiving a second display-region signal indicating at least one of a selection and a feature of the second scene-region; generating a next video signal from the next stream-segment; and transmitting, in response to the second display-region signal, the next video signal to the display device. 8. The method of claim 6 , the previous video signal including previous audio signal associated with the second scene-region, the current stream-segment including current audio signal associated with the first scene-region, the step of combining further comprising: modifying the current audio signal such that differs from the previous audio signal in at least one of amplitude and spectral content. 9. The method of claim 1 , the first video segment being a static image corresponding to the tagged scene-region. 10. The method of claim 1 , in the step of receiving, the first display-region signal being at least in part determined by an eye tracker communicatively coupled with the display device. 11. A video content controller comprising: a memory configured to store non-transitory computer-readable instructions and video data representing a temporally-varying scene having a plurality of scene-regions; a microprocessor adapted to execute the instructions to: receive a current stream-segment of a video stream corresponding to a first scene-region of the plurality of scene-regions during a current playback-time interval; download, to a memory, a first video segment of a tagged scene-region within the first scene-region; receive a first display-region signal indicating at least one of a selection and a feature of the first scene-region; combine the current stream-segment and the first video segment as a video signal; transmit, after the combining and in response to the first display-region signal, the combined current stream-segment and first video segment as the video signal to a display device that displays the temporally-varying scene represented by the video signal; receive a next stream-segment of the video stream corresponding to the first scene-region during a next playback-time interval after the current playback-time interval; combine the next stream-segment and the first video segment as a next video signal; and transmit the next video signal to the display device. 12. The video content controller of claim 11 , the microprocessor being further adapted to execute the instructions to: stochastically determine an integer; and repeat execution of instructions, in claim 11 , to receive, combine, and transmit a number of times equal to the absolute value of the integer. 13. The video content controller of claim 11 , the microprocessor being further adapted to execute the instructions to modify the first video segment based on at least one of visual effect and metadata stored on the memory. 14. The video content controller of claim 13 , the metadata including at least of luminance, chrominance, color histogram, brightness, contrast, gamma correction, saturation, and local spatial pixel or area context of the first video segment. 15. The video content controller of claim 11 , the microprocessor being further adapted to execute, before transmitting the video signal, the instructions to: receive a previous stream-segment of the video stream corresponding to a second scene-region of the plurality of scene-regions during a previous playback-time interval preceding the current playback-time interval; and generate a previous video signal from the previous stream-segment; and transmit the previous video signal to the display device. 16. The video content controller of claim 15 , the previous video signal including previous audio signal associated with the second scene-region, the current stream-segment including current audio signal associated with the first scene-region, the microprocessor being further adapted to execute the instructions to: modify the current audio signal such that differs from the previous audio signal in at least one of amplitude and spectral content. 17. The video content controller of claim 11 , the first video segment being a static image corresponding to the tagged scene-region. 18. The video content controller of claim 11 , the first display-region signal being at least in part determined by an eye tracker communicatively coupled with the display device.
