The invention claimed is: 1. A method of treating inflamed skin by reducing tumor necrosis factor alpha (TNF-α) or vascular endothelial growth factor (VEGF) production in skin cells, the method comprising topically applying to inflamed skin a composition comprising an aqueous extract of Opuntia ficus - indica tuna, Opuntia ficus - indica nopales , or a combination thereof, to reduce TNF-α or VEGF production in skin cells to treat the inflamed skin, wherein the composition is applied to the periorbital area of a person's face. 2. The method of claim 1 , wherein the composition comprises the aqueous extract of Opuntia ficus - indica tuna. 3. The method of claim 1 , wherein the inflamed skin is erythemic skin. 4. The method of claim 1 , wherein the inflamed skin is rosacea or psoriasis. 5. The method of claim 1 , wherein the composition comprises 0.0001 wt. % to 5 wt. % of the aqueous extract of Opuntia ficus - indica tuna, Opuntia ficus - indica nopales, or a combination thereof. 6. The method of claim 1 , wherein the composition comprises 0.0001 wt. % to 2 wt. % of the aqueous extract of Opuntia ficus - indica tuna, Opuntia ficus - indica nopales , or a combination thereof. 7. The method of claim 1 , wherein the composition comprises 0.0001 wt. % to 1 wt. % of the aqueous extract of Opuntia ficus - indica tuna, Opuntia ficus - indica nopales , or a combination thereof. 8. The method of claim 1 , wherein the composition comprises 0.0001 wt. % to 0.5 wt. % of the aqueous extract of Opuntia ficus - indica tuna, Opuntia ficus - indica nopales , or a combination thereof. 9. The method of claim 1 , wherein the composition further comprises at least 50 wt. % water. 10. The method of claim 1 , wherein the composition is applied to a fine line or wrinkle. 11. The method of claim 1 , wherein the composition does not include a hydrocarbon, a silicone fluid, an organic sunscreen, chia seed oil, an extract of common mallow, a hydrogenated polymer, and a glyceryl glucoside. 12. The method of claim 1 , wherein the composition comprises the aqueous extract of Opuntia ficus - indica nopal. 13. The method of claim 1 , wherein the composition is an emulsion. 14. The method of claim 13 , wherein the emulsion is an oil-in-water emulsion. 15. The method of claim 1 , wherein the composition is a gel. 16. The method of claim 1 , wherein the composition is a solution. 17. A method of treating inflamed skin by reducing tumor necrosis factor alpha (TNF-α) or vascular endothelial growth factor (VEGF) production in skin cells, the method comprising topically applying to inflamed skin a composition comprising an aqueous extract of Opuntia ficus - indica tuna, Opuntia ficus - indica nopales , or a combination thereof, to reduce TNF-α or VEGF production in skin cells to treat the inflamed skin, wherein the composition comprises further comprises: 60 to 70 wt. % water butylene glycol; cyclopentasiloxane; hydrogenated polydecene; dimethicone/vinyl dimethicone cross polymer; capryl glycol; 1,2-hexanediol; hydroxyethyl acrylate/sodium acryloyldimethyl taurate copolymer; polysorbate 20; squalane; and panthenol. 18. A method of treating inflamed skin by reducing tumor necrosis factor alpha (TNF-α) or vascular endothelial growth factor (VEGF) production in skin cells, the method comprising topically applying to inflamed skin a composition comprising an aqueous extract of Opuntia ficus - indica tuna, Opuntia ficus - indica nopales , or a combination thereof, to reduce TNF-α or VEGF production in skin cells to treat the inflamed skin, wherein the composition further comprises: water; glycerin; acrylates/C 10-30 alkyl acrylate crosspolymer; disodium ethylenediaminetetraacetic acid; triethanolamine; polydimethylsiloxane; polymethyl methylacrylate; glyceryl stearate; pentylene glycol; ethylhexyl isononanoate; cetyl alcohol; butyrosperum parkii butter; Zea mays germ oil; cetyl phosphate; cetearyl alcohol; and ceteareth-33.
