Multi-phase oral care compositions for whitening teeth. including hydrophilic bleaching agent particles in a hydrophobic phase with a melting point of from about 40° C. to about 80° C. The hydrophilic bleaching agent particles can include peroxide compounds and/or hydrogen peroxide adducts. The hydrophilic bleaching agent particle can have a solubility in water of at least about 20 parts, by weight of the particles, in about 100 parts, by weight, of water.

What is claimed is: 1. A multi-phase oral care composition comprising: a) solid hydrophilic bleaching agent particles, wherein at least 20 parts by weight of the solid hydrophilic bleaching agent particles are soluble in 100 parts, by weight of water; and b) at least about 60%, by weight of the multi-phase oral care composition, of hydrophobic phase. 2. The multi-phase oral care composition of claim 1 , wherein at least 50 parts by weight of the hydrophilic bleaching agent particles are soluble in 100 parts by weight of water. 3. The multi-phase oral care composition of claim 2 , wherein the hydrophilic bleaching agent particles comprise hydrogen peroxide adduct. 4. The multi-phase oral care composition of claim 3 , wherein the hydrogen peroxide adduct comprises urea peroxide, polyvinyl pyrrolidone complexed with peroxide, or combinations thereof. 5. The multi-phase oral care composition of claim 1 , wherein the hydrophilic bleaching agent particle swells by at least about 50% upon contact with water. 6. The multi-phase oral care composition of claim 1 , wherein the hydrophilic bleaching agent particle is insoluble in the hydrophobic phase and the hydrophobic phase is insoluble in water. 7. The multi-phase oral care composition of claim 1 , wherein the multi-phase oral care composition has a cone penetration consistency value of from about 25 to about 300. 8. The multi-phase oral care composition of claim 1 , wherein the hydrophobic phase has a cone penetration consistency value of from about 50 to about 250. 9. The multi-phase oral care composition of claim 1 , wherein the multi-phase oral care composition has a cone penetration consistency value of from about 50 to about 250. 10. The multi-phase oral care composition of claim 1 , wherein the hydrophobic phase comprises mineral oil thickened with wax, mineral oil thickened with polyethylene, petrolatum, or combinations thereof. 11. The multi-phase oral care composition of claim 1 , wherein the multi-phase oral care composition comprises an additional oral care agent. 12. The multi-phase oral care composition of claim 1 , wherein the additional oral care agent comprises stannous fluoride, stannous chloride, or combinations thereof. 13. The multi-phase oral care composition of claim 1 , wherein the hydrophobic phase comprises petrolatum. 14. The multi-phase oral care composition of claim 13 , wherein the solid hydrophilic bleaching agent particles comprise urea peroxide. 15. The multi-phase oral care composition of claim 13 , wherein the solid hydrophilic bleaching agent particles comprise polyvinyl pyrrolidone complexed with peroxide. 16. The multi-phase oral care composition of claim 15 , wherein the polyvinyl pyrrolidone comprises crosslinked polyvinyl pyrrolidone. 17. The multi-phase oral care composition of claim 1 , wherein the hydrophobic phase is petrolatum. 18. The multi-phase oral care composition of claim 17 , wherein the solid hydrophilic bleaching agent particles comprise urea peroxide. 19. The multi-phase oral care composition of claim 17 , wherein the solid hydrophilic bleaching agent particles comprise polyvinyl pyrrolidone complexed with peroxide. 20. The multi-phase oral care composition of claim 19 , wherein the polyvinyl pyrrolidone comprises crosslinked polyvinyl pyrrolidone. 21. The multi-phase oral care composition of claim 1 , wherein the multi-phase oral care composition is a semi-solid dispersion. 22. The multi-phase oral care composition of claim 21 , wherein the solid hydrophilic bleaching agent particles comprise urea peroxide. 23. The multi-phase oral care composition of claim 21 , wherein the solid hydrophilic bleaching agent particles comprise polyvinyl pyrrolidone complexed with peroxide. 24. The multi-phase oral care composition of claim 23 , wherein the polyvinyl pyrrolidone comprises crosslinked polyvinyl pyrrolidone. 25. The multi-phase oral care composition of claim 1 , wherein the multi-phase oral care composition comprises oral care active agent. 26. The multi-phase oral care composition of claim 25 , wherein the oral care active agent comprises an anticalculus agent, a fluoride ion source, an antimicrobial agent, a remineralization agent, a dentinal desensitizing agent, an anesthetic agent, an antifungal agent, an anti-inflammatory agent, a selective H-2 antagonist, an anticaries agent, a nutrient, erythritol, a probiotic, resolvin, tranexamic acid, retinol, an amino acid, niacinamide, human growth factors, or mixtures thereof. 27. A kit for whitening teeth comprising: a) the multi-phase oral care composition of claim 1 ; and b) an electromagnetic radiation source capable of directing electromagnetic radiation with one or more wavelengths in the range from about 200 nm to about 1700 nm towards at least one tooth. 28. The kit for whitening teeth according to claim 27 , wherein the electromagnetic radiation source is capable of emitting electromagnetic radiation with a wavelength in the range from about 400 nm to about 500 nm and an intensity in the range from about 175 mW/cm 2 to about 225 mW/cm 2 . 29. A kit for whitening teeth comprising: a) the multi-phase oral care composition of claim 1 ; and b) a delivery carrier. 30. The kit of claim 29 , wherein the delivery carrier comprises a strip, a film of material, a dental tray, a sponge material, an applicator, or mixtures thereof. 31. A method for whitening teeth comprising: a) applying the multi-phase oral care composition of claim 1 to a delivery carrier; and b) contacting said multi-phase oral care composition combined with the delivery carrier with at least one tooth surface. 32. The method of claim 31 , wherein the method further comprises: c) directing electromagnetic radiation with one or more wavelengths in the range from about 200 nm to about 1700 nm towards the at least one tooth.
