A communication system is described in which mobile telephones are able to roam between neighboring home node base stations and in which the home base stations or the home base station gateway devices are arranged to aggregate “Unsuccessfully Transmitted DL Data Volume” determined by previous home base stations served by the gateway device. In this way, when a call is transferred away from the gateway device or is released, a total aggregated value of “Unsuccessfully Transmitted DL Data Volume” can be provided to the core network for billing purposes.

What is claimed is: 1. A method performed by a home base station (HNB), the method comprising: receiving, when the HNB is operating as a target HNB during an intra-home base station gateway (intra-HNB-GW) HNB to HNB mobility procedure, from another HNB, a message comprising an information element (IE) reporting a first unsuccessfully transmitted downlink (DL) data volume to be accumulated at the target HNB as part of a final data volume report; accumulating a plurality of unsuccessfully transmitted downlink (DL) data volume IEs, including the first unsuccessfully transmitted downlink (DL) data volume IE, and at least one further unsuccessfully transmitted downlink (DL) data volume IE, to form a final data volume report; and transmitting, during a procedure to release a connection, a message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report. 2. A method according to claim 1 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report comprises a Radio Access Network Application Part (RANAP) User Adaption (RUA) disconnect message. 3. A method according to claim 1 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report comprises a Radio Access Network Application Part (RANAP) IU Release Complete message. 4. A method according to claim 1 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report is sent to a HNB-GW. 5. A home base station (HNB) comprising: a controller and a transceiver wherein the controller is configured to control the transceiver: to receive, when the HNB is operating as a target HNB during an intra-home base station gateway (intra-HNB-GW) HNB to HNB mobility procedure, from another HNB, a message comprising an information element (IE) reporting a first unsuccessfully transmitted downlink (DL) data volume to be accumulated at the target HNB as part of a final data volume report; to accumulate a plurality of unsuccessfully transmitted downlink (DL) data volume IEs, including the first unsuccessfully transmitted downlink (DL) data volume IE, and at least one further unsuccessfully transmitted downlink (DL) data volume IE, to form a final data volume report; and to transmit, during a procedure to release a connection, a message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report. 6. An HNB according to claim 5 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report comprises a Radio Access Network Application Part (RANAP) User Adaption (RUA) disconnect message. 7. An HNB according to claim 5 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report comprises a Radio Access Network Application Part (RANAP) IU Release Complete message. 8. An HNB according to claim 5 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report is sent to a HNB-GW. 9. A method performed by a home base station gateway (HNB-GW), the method comprising: communicating with a first HNB and a second HNB wherein, during an intra-HNB-GW HNB to HNB, the first HNB operates as a target HNB and the second HNB operates as a source HNB, the second HNB sends a message to the target HNB that comprises an information element (IE) reporting a first unsuccessfully transmitted downlink (DL) data volume to be accumulated at the target HNB as part of a final data volume report, and the target HNB accumulates a plurality of unsuccessfully transmitted downlink (DL) data volume IEs, including the first unsuccessfully transmitted downlink (DL) data volume IE, and at least one further unsuccessfully transmitted downlink (DL) data volume IE, to form a final data volume report; and receiving from the first HNB, during a procedure to release a connection, a message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report. 10. A method according to claim 9 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report comprises a Radio Access Network Application Part (RANAP) User Adaption (RUA) disconnect message. 11. A method according to claim 9 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report comprises a Radio Access Network Application Part (RANAP) IU Release Complete message. 12. A home base station gateway (HNB-GW), the HNB-GW comprising: a controller and a transceiver wherein the controller is configured to control the transceiver: to communicate with a first HNB and a second HNB wherein, during an intra-HNB-GW HNB to HNB, the first HNB operates as a target HNB and the second HNB operates as a source HNB, the second HNB sends a message to the target HNB that comprises an information element (IE) reporting a first unsuccessfully transmitted downlink (DL) data volume to be accumulated at the target HNB as part of a final data volume report, and the target HNB accumulates a plurality of unsuccessfully transmitted downlink (DL) data volume IEs, including the first unsuccessfully transmitted downlink (DL) data volume IE, and at least one further unsuccessfully transmitted downlink (DL) data volume IE, to form a final data volume report; and to receive from the first HNB, during a procedure to release a connection, a message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report. 13. A HNB-GW according to claim 12 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report comprises a Radio Access Network Application Part (RANAP) User Adaption (RUA) disconnect message. 14. A HNB-GW according to claim 12 , wherein the message carrying the downlink (DL) data volume IEs accumulated to form the final data volume report comprises a Radio Access Network Application Part (RANAP) IU Release Complete message.
