What is claimed is: 1. A system for managing power information for generating operating reserves on an electric power grid comprising: a server constructed and configured for communicating Internet Protocol (IP)-based messages with at least one power consuming device; a database for storing information including data from at least one meter or sub-meter relating to activities of the at least one power consuming device; a coordinator for routing the IP-based messages between the server and the at least one power consuming device; wherein the IP-based messages comprise an amount of power consumed and an amount of power available to be reduced to the at least one power consuming device; wherein the amount of power available to be reduced to the at least one power consuming device is transformed into a supply equivalency value, wherein the supply equivalency value provides for a minimum curtailment value as a requirement for providing supply to the electric power grid; wherein the server initiates power control instructions causing the at least one power consuming device to reduce consumed power based on the supply equivalency value; and wherein the operating reserves generated include the supply equivalency value from the at least one power consuming device. 2. The system of claim 1 , wherein the data includes revenue grade metrology data and is included in an Interval Data Recorder (IDR) register or in interval data stored in memory for the at least one power consuming device. 3. The system of claim 1 , wherein the information stored in the database further includes a status of the at least one power consuming device and an ability of the at least one power consuming device to change states. 4. The system of claim 1 , wherein the server is further operable to generate customer profiles associated with the at least one power consuming device and aggregate the customer profiles into a plurality of groups based on at least one predetermined criterion, wherein the database is further operable to store the customer profiles associated with the at least one power consuming device, and wherein each of the customer profiles comprises customer energy consumption patterns and a connection and disconnection profile. 5. The system of claim 1 , wherein the amount of power available to be reduced to the at least one power consuming device is aggregated to provide the minimum curtailment value. 6. The system of claim 5 , wherein the minimum curtailment value is 100 kW. 7. The system of claim 1 , wherein weather data and market data are supplied to a predictive algorithm for predicting availability of load and/or supply. 8. The system of claim 1 , wherein the IP-based messages include priority messages. 9. The system of claim 1 , wherein the power control instructions are selectively sent to the at least one power consuming device to reduce consumed power based on whether the at least one power consuming device is an environmental-factor controlling device. 10. The system of claim 1 , wherein drift is calculated for each of the at least one power consuming device, and wherein the power control instructions are selectively sent to the at least one power consuming device to reduce consumed power based on the calculated drift. 11. The system of claim 4 , wherein the customer profiles further comprise a service priority. 12. A system for managing power information for generating operating reserves on an electric power grid comprising: a server constructed and configured for communicating Internet Protocol (IP)-based messages with at least one power consuming device and at least one power supplying device; wherein the IP-based messages comprise an amount of power available to be reduced to the at least one power consuming device and an amount of power available to be supplied by the at least one power supplying device; wherein the amount of power available to be reduced to the at least one power consuming device or the amount of power available to be supplied by the at least one power supplying device is transformed into a supply equivalency value, wherein the supply equivalency value provides for a minimum curtailment value as a requirement for providing supply to the electric power grid; and wherein the server initiates power control instructions causing the at least one power consuming device to reduce consumed power based on the supply equivalency value or the at least one power supplying device to increase supplied power based on the supply equivalency value. 13. The system of claim 12 , further comprising: a database for storing information including revenue grade metrology data from at least one revenue grade meter or sub-meter relating to activities of the at least one power consuming device and the at least one power supplying device; and wherein the power control instructions causing the at least one power consuming device to reduce consumed power based on the supply equivalency value or the at least one power supplying device to increase supplied power based on the supply equivalency value are also based on the information stored in the database. 14. The system of claim 13 , wherein the information stored in the database further includes a status of the at least one power consuming device and an ability of the at least one power consuming device to change states and/or a status of the at least one power supplying device and an ability of the at least one power supplying device to change states. 15. The system of claim 12 , wherein the IP-based messages further comprise an amount of power consumed by the at least one power consuming device and an amount of power supplied by the at least one power supplying device. 16. A system for managing power information for generating operating reserves on an electric power grid comprising: a server constructed and configured for communication over a network for communicating Internet Protocol (IP)-based messages with at least one power consuming device; and a database for storing information including revenue grade metrology data from at least one revenue grade meter or sub-meter relating to activities of the at least one power consuming device; wherein the IP-based messages comprise an amount of power consumed and an amount of power available to be reduced to the at least one power consuming device; wherein the amount of power available to be reduced to the at least one power consuming device is transformed into a supply equivalency value, wherein the supply equivalency value provides for a minimum curtailment value as a requirement for providing supply to the electric power grid; wherein the server initiates power control instructions causing the at least one power consuming device to reduce consumed power based on the information stored in the database and the supply equivalency value; and wherein the operating reserves generated include the supply equivalency value from the at least one power consuming device. 17. The system of claim 16 , wherein the server is further operable to generate customer profiles associated with the at least one power consuming device and aggregate the customer profiles into a plurality of groups based on at least one predetermined criterion, wherein the database is further operable to store the customer profiles associated with the at least one power consuming device, and wherein each of the customer profiles comprises customer energy consumption patterns and a connection and disconnection profile. 18. The system of claim 16 , wherein the IP-based messages include data relating to a chang
