A conductive thin film is composed of a polymer gel including carbon nanotubes, an ionic liquid, and a polymer. At least one selected from the group consisting of fat and oil and a water repellent is included in the polymer gel or in a surface of the polymer gel.

What is claimed is: 1. An actuator element comprising a layered body comprising: at least one conductive thin film comprising a polymer gel including carbon nanotubes, an ionic liquid, and a polymer; and at least one electrolytic film consisting of an ionic liquid and a polymer, the at least one electrolytic film being stacked on the at least one conductive thin film, wherein the ionic liquid in the at least one electrolytic film is greater than 0% and equal to or less than 10% by mass, wherein the polymer of said at least one conductive thin film consists of a polyvinylidene fluoride-hexafluoropropylene (PVDF(HFP)) copolymer, wherein the polymer of said at least one electrolytic film consists of a polyvinylidene fluoride-hexafluoropropylene (PVDF(HFP)) copolymer, and wherein the polyvinylidene fluoride-hexafluoropropylene (PVDF(HFP)) copolymer is a polymer consisting of vinylidene fluoride and hexafluoropropylene. 2. The actuator according to claim 1 , wherein the ionic liquid in the electrolytic film is 2% to 5% by mass. 3. The actuator according to claim 1 , wherein the ionic liquid included in the at least one conductive thin film or the at least one electrolytic film is selected from the group consisting of an ionic liquid comprising a cation represented by one of general formulae (I) to (IV) below and an anion (X − ), wherein R represents a linear or branched C 1 to C 12 alkyl group or a linear or branched alkyl group which has an ether linkage and in which the total number of carbon and oxygen atoms is 3 to 12, R 1 represents a linear or branched C 1 to C 4 alkyl group or a hydrogen atom, and R and R 1 are preferably different from each other, and x is an integer of 1 to 4. 4. The actuator according to claim 3 , wherein the ionic liquid is ethylmethylimidazolium tetrafluoroborate (EMIBF 4 ). 5. The actuator according to claim 1 , wherein the at least one conductive thin film further includes a conductive aid. 6. The actuator according to claim 5 , wherein the conductive aid is selected from the group consisting of a conductive polymer, carbon particles, and an inorganic mesoporous material. 7. The actuator according to claim 1 , wherein the ionic liquid in the at least one electrolytic film is 1% to 10% by mass. 8. The actuator according to claim 1 , wherein the ionic liquid in the electrolytic film is 1% to 5% by mass.
