A wireless device receives a medium access control (MAC) control element (CE) identified by a MAC subheader. The MAC CE comprises: a first field associated with a first cell of a plurality of cells, wherein the first field being set to a first value indicates a command of activation/deactivation of SP CSI reporting on the first cell is present; a semi-persistent channel state information (SP CSI) reporting activation/deactivation indicator; and a SP CSI report trigger field indicating a SP CSI reporting of a plurality of SP CSI reporting on the first cell; In response to the SP CSI reporting activation/deactivation indicator indicating an activation of the SP CSI reporting on the first cell, a SP CSI report for the first cell is transmitted via an uplink control channel.

What is claimed is: 1. A method comprising: receiving, by a wireless device, a medium access control (MAC) control element (CE) comprising: a first field associated with a first cell of a plurality of cells, wherein the first field indicates that a second field associated with the first cell is present in the MAC CE; the second field indicating activation of a semi-persistent channel state information (SP CSI) reporting for the first cell; and a third field indicating a SP CSI reporting index of the SP CSI reporting for the first cell; activating, based on the second field, the SP CSI reporting for the first cell; and transmitting, based on the activation of the SP CSI reporting and the SP CSI reporting index, a SP CSI report for the first cell. 2. The method of claim 1 , wherein the MAC CE comprises a MAC subheader comprising: a length field indicating a size of the MAC CE; and a logical channel identifier indicating the MAC CE is for activation/deactivation of the SP CSI reporting. 3. The method of claim 1 , wherein the first field further indicates that the third field indicating a SP CSI reporting index of the SP CSI reporting for the first cell is also present in the MAC CE. 4. The method of claim 1 , wherein a first value in the first field is 1, and the first value being 1 indicates that the MAC CE comprises the second field. 5. The method of claim 1 , wherein the plurality of cells comprise a primary cell and one or more secondary cells. 6. The method of claim 1 , further comprising receiving, by the wireless device, a radio resource control message indicating the first cell. 7. The method of claim 6 , further comprising determining, based on a cell index of the first cell, a location of the first field in the MAC CE. 8. The method of claim 1 , wherein the wireless device transmits the SP CSI report with a report periodicity indicated by one or more parameters of the SP CSI reporting. 9. The method of claim 1 , wherein the wireless device transmits the SP CSI report via the uplink control channel indicated by one or more parameters of the SP CSI reporting. 10. The method of claim 1 , further comprising receiving one or more radio resource control messages comprising configuration parameters for SP CSI reporting, wherein the configuration parameters indicate one or more of: one or more channel state information reference signal resource configurations; one or more channel state information report quantity indicators; a report periodicity; and one or more uplink control channel configuration parameters. 11. The method of claim 1 , wherein the second field comprises a bit. 12. The method of claim 1 , wherein the MAC CE further comprises a reference signal resource indicator indicating at least one of a plurality of reference signals of the first cell. 13. The method of claim 12 , wherein the wireless device transmits the SP CSI report based on measurements of one of the plurality of reference signals of the first cell. 14. The method of claim 1 , wherein the MAC CE further comprises a fourth field associated with a second cell of the plurality of cells, wherein the fourth field being set to a second value indicates a command of activation/deactivation of SP CSI reporting on the second cell is absent. 15. The method of claim 14 , wherein the second value is 0. 16. The method of claim 14 , further comprising maintaining a state of SP CSI reporting on the second cell, in response to the fourth field associated with the second cell indicating the command of activation/deactivation of SP CSI reporting on the second cell is absent. 17. The method of claim 1 , wherein the MAC CE comprises a bitmap associated with the plurality of cells. 18. The method of claim 17 , wherein: the bitmap comprises the first field; and a first value in the first field indicates that the second field is present in the MAC CE. 19. The method of claim 18 , wherein: another field in the bitmap is associated with a second cell in the plurality of cells; the first value in the first field is different from a different value in the another field; and the different value indicates that the MAC CE does not include an indication of activation or deactivation for the second cell. 20. The method of claim 19 , further comprising maintaining a state of SP CSI reporting on the second cell, in response to the different value in the another field indicating that the MAC CE does not include an indication of activation or deactivation for the second cell.
