What is claimed is: 1. A sheet for a laser printer, the sheet comprising: a plurality of fibers; and a binding agent for binding the plurality of fibers, wherein an abundance of the binding agent on a surface of the sheet is smaller than an abundance of the binding agent in a center in a thickness direction of the sheet, and a glass transition temperature Tg (° C.) of a resin contained in the binding agent, a temperature Ts (° C.) of the sheet after passing a heat treatment section in the laser printer, and a thickness D (μm) of the sheet satisfy a formula (1): Tg≥Ts− 0.3× D (1). 2. A sheet for a laser printer, the sheet comprising: a plurality of fibers: and a binding agent for binding the plurality of fibers, wherein an abundance of the binding agent on a surface of the sheet is smaller than an abundance of the binding agent in a center in a thickness direction of the sheet, and a surface resistivity Rs (Ω/□) of the sheet is 1.0×10 12 (Ω/□) or less. 3. A method for processing a sheet, comprising: applying heat treatment to a sheet including a plurality of fibers, and a binding agent for binding the plurality of fibers, wherein a glass transition temperature Tg (° C.) of a resin contained in the binding agent, a temperature Ts (° C.) of the sheet after the heat treatment, and a thickness D (μm) of the sheet satisfy a formula ( 1 ): Tg≥Ts− 0.3× D (1). 4. The method for processing a sheet according to claim 3 , wherein the plurality of fibers are bound by the applying heat treatment. 5. The method for processing a sheet according to claim 3 , wherein a toner is fixed to the sheet by the applying heat treatment. 6. A sheet processing apparatus, comprising: a heat treatment section that applies heat to a sheet which includes a plurality of fibers, and a binding agent for binding the plurality of fibers, wherein a glass transition temperature Tg (° C.) of a resin contained in the binding agent, a temperature Ts (° C.) of the sheet after passing the heat treatment section, and a thickness D (μm) of the sheet satisfy a formula (1): Tg≥Ts− 0.3× D (1). 7. The sheet processing apparatus according to claim 6 , wherein the plurality of fibers are bound by the heat treatment section. 8. The sheet processing apparatus according to claim 6 , further comprising: a pressurizing unit that pressurizes the sheet at a position upstream to the heat treatment section in a transport direction of the sheet. 9. The sheet processing apparatus according to claim 8 , wherein the pressurizing unit is a roller, and a material of a surface of the roller includes one or more of polysilicone, polyvinyl chloride, copolymer of acrylonitrile and 1,3-butadiene, and chloroprene rubber. 10. The sheet processing apparatus according to claim 6 , wherein a toner is fixed to the sheet by the heat treatment section. 11. The sheet processing apparatus according to claim 6 , wherein the heat treatment section is a heat roller.
