A bone anchoring device includes a receiving part including a rod receiving portion with a first end, a second end, and a U-shaped recess for receiving a rod, the recess defining two free legs, and a head receiving portion at the second end for introducing and clamping the head, and a locking ring configured to be arranged around the head receiving portion, the locking ring including an engagement structure for engagement with a tool, the engagement structure defining a width of the locking ring that is greater than a greatest width of the rod receiving portion, wherein the locking ring can assume a locking position exerting a greatest compressive force on the head receiving portion of the receiving part to lock an inserted head, and wherein the locking ring is movable out of the locking position towards the first end of the rod receiving portion.

What is claimed is: 1. A system comprising: a bone anchoring device for coupling a rod to a bone anchoring element, the bone anchoring device comprising: a receiving part comprising a rod receiving portion having a first end, a second end, and a U-shaped recess for receiving the rod, the recess extending from the first end and having a bottom towards the second end to form two free legs, and a second portion at the second end of the rod receiving portion that is connectable and pivotable relative to a bone anchoring element; and a locking member configured to be assembled to the second portion, the locking member comprising an engagement structure; wherein when the locking member is assembled to the receiving part, the locking member can assume a locking position where a compressive force is exerted on a connected bone anchoring element to lock an angular position of the bone anchoring element relative to the receiving part; and a tool comprising an engagement portion for engaging the engagement structure of the locking member; wherein when the locking member is assembled to the receiving part, the engagement portion of the tool is movable axially from the first end of the rod receiving portion of the receiving part to the engagement structure of the locking member, and is rotatable from a first position wherein the engagement portion of the tool is out of engagement with the engagement structure of the locking member, to a second position wherein the engagement portion of the tool engages the engagement structure of the locking member to move the locking member axially relative to the receiving part. 2. The system of claim 1 , wherein the engagement structure of the locking member comprises a plurality of circumferentially extending ribs. 3. The system of claim 2 , wherein the ribs do not extend around an entire circumference of the locking member. 4. The system of claim 2 , wherein at least two of the ribs are spaced apart from each other in an axial direction. 5. The system of claim 1 , wherein the locking member further comprises two projections that are 180° offset from each other for engagement with the rod. 6. The system of claim 5 , wherein the engagement structure of the locking member is grouped into two groups to the left and right of the projections that are spaced apart in a circumferential direction. 7. The system of claim 6 , wherein each of the groups is arranged closer to a corresponding one of the projections. 8. The system of claim 1 , wherein the second portion forms a head receiving portion for receiving a head of the bone anchoring element, and wherein the head receiving portion has an exterior surface with a tapered or curved portion and the locking member forms a locking ring that has an interior surface with a tapered or curved portion which are configured to cooperate with one another, such that an inserted head is configured to be clamped when the locking ring is moved away from the first end of the rod receiving portion. 9. The system of claim 1 , further comprising the bone anchoring element having a shank for anchoring in a bone and a head. 10. The system of claim 1 , wherein the tool further comprises: a tubular member having a first end and a second end, wherein the engagement portion is provided at an inner wall of the first end; and a shaft insertable into the tubular member and movable relative to the tubular member in an axial direction, the shaft having a first end; wherein when the locking member is at the locking position and the engagement portion of the tubular tool engages the engagement structure of the locking member, the first end of the shaft abuts against the rod receiving portion of the receiving part, such that the shaft is configured to move relative to the tubular member to move the locking member out of the locking position towards the first end of the rod receiving portion to release the locking of an inserted head. 11. The system of claim 10 , wherein the first end of the shaft of the tool has a coaxial bore, and wherein a post provided within the bore of the shaft is configured to extend out of the bore of the shaft and is movable relative to the shaft. 12. The system of claim 10 , wherein two recesses located diametrically opposite to each other are provided at the first end of the tubular member to facilitate engagement of the tool with the bone anchoring device when the rod is received in the rod receiving portion of the bone anchoring device, such that the rod is configured to pass through the two recesses of the tubular member when the engagement portion of the tool engages the engagement structure of the locking member. 13. The system of claim 12 , wherein the two recesses of the tubular member are substantially rectangular, and wherein each of the two recesses has a width configured to allow rotation of the tubular member about the bone anchoring device when the rod is received in the rod receiving portion, to facilitate the engagement of the engagement portion of the tool with the engagement structure of the locking member. 14. The system of claim 12 , wherein an abutment is provided at a distance from the first end of the tubular member for abutting against a portion of the locking member that is spaced apart from the engagement structure. 15. The system of claim 1 , wherein in the second position, the engagement portion of the tool is restricted from moving axially relative to the locking member. 16. The system of claim 1 , wherein the engagement portion of the tool is rotatable from the first position to the second position while at least part of the U-shaped recess remains unobstructed by the tool for accommodating the rod. 17. The system of claim 1 , wherein the engagement portion of the tool is movable axially from the first end of the rod receiving portion to the engagement structure of the locking member while a distance between opposing sides of the engagement portion remains at a first width, and wherein the engagement portion is further rotatable from the first position to the second position while the distance between the opposing sides of the engagement portion remains at the first width. 18. A system comprising: a bone anchoring device for coupling a rod to a bone, the bone anchoring device comprising: a bone anchoring element; a receiving part for coupling a rod to the bone anchoring element, the receiving part comprising a rod receiving portion having a first end, a second end, and a U-shaped recess for receiving the rod, the recess extending from the first end and having a bottom towards the second end to form two free legs, and a second portion at the second end of the rod receiving portion that is connectable and pivotable relative to the bone anchoring element; a locking ring positionable around the second portion, the locking ring comprising an engagement structure; and a fixation element, wherein when the bone anchoring element and the locking ring are assembled to the receiving part, the fixation element is movable in the U-shaped recess to fix the rod in the U-shaped recess and to move the locking ring axially to a locking position where a compressive force is exerted on the bone anchoring element to lock an angular position of the bone anchoring element relative to the receiving part; and a tool comprising an engagement portion for engaging the engagement structure of the locking ring; wherein when the bone anchoring element is assembled to the receiving part and the locking ring is at the locking position, the locking ring is configured to maintain the locking pos
