A locking and unlocking system includes a controller. The controller is configured to acquire a state of locking and unlocking of a vehicle that is locked and unlocked based on locking and unlocking instruction information acquired from a portable terminal, and send a notification to a first device associated with the vehicle, when the vehicle is not locked during a period of time from when the vehicle is unlocked based on the locking and unlocking instruction information acquired from the portable terminal until a first timing.

What is claimed is: 1. A locking and unlocking system comprising a controller configured to acquire a state of locking and unlocking of a vehicle that is locked and unlocked based on locking and unlocking instruction information acquired within a valid period of authentication from an authenticated portable terminal, transmit a notification to a first device when the vehicle is not locked during a period of time from when the vehicle is unlocked based on the locking and unlocking instruction information acquired from the authenticated portable terminal until a first timing that arrives before the valid period of the authentication expires, and transmit a notification to a second device when the vehicle is not locked during a period of time from when the vehicle is unlocked based on the locking and unlocking instruction information acquired from the authenticated portable terminal until a second timing that arrives after the valid period of the authentication expires. 2. The locking and unlocking system according to claim 1 , wherein the first device is the authenticated portable terminal used for unlocking of the vehicle. 3. The locking and unlocking system according to claim 1 , wherein the controller is configured to perform locking on the vehicle when the vehicle is not locked for the period of time until the second timing. 4. The locking and unlocking system according to claim 1 , wherein the authenticated portable terminal is configured to perform communication with the vehicle by short-range wireless communication. 5. The locking and unlocking system according to claim 1 , wherein the controller is configured to transmit a notification to a third device, when the vehicle is locked during the period of time from when the vehicle is unlocked based on the locking and unlocking instruction information acquired from the authenticated portable terminal until the first timing. 6. The locking and unlocking system according to claim 5 , wherein the third device is a terminal associated with an owner of the vehicle. 7. The locking and unlocking system according to claim 1 , wherein the controller is provided in the authenticated portable terminal. 8. The locking and unlocking system according to claim 1 , wherein the vehicle further acquires authentication information, which is information for authenticating the portable terminal, from a portable terminal, and accepts the locking and unlocking instruction information within the valid period of authentication when the authentication is successful. 9. The locking and unlocking system according to claim 8 , wherein the second device is a server device that issues the authentication information to the portable terminal. 10. The locking and unlocking system according to claim 9 , wherein the controller is provided in the server device. 11. The locking and unlocking system according to claim 9 , wherein the valid period of the authentication is specified by the server device. 12. A vehicle comprising the locking and unlocking system according to claim 1 . 13. A locking and unlocking system comprising a controller configured to acquire a state of locking and unlocking of a storage device that is locked and unlocked based on locking and unlocking instruction information acquired within a valid period of authentication from an authenticated portable terminal, transmit a notification to a first device when the storage device is not locked during a period of time from when the storage device is unlocked based on the locking and unlocking instruction information acquired from the authenticated portable terminal until a first timing that arrives before the valid period of the authentication expires, and transmit a notification to a second device when the storage device is not locked during a period of time from when the storage device is unlocked based on the locking and unlocking instruction information acquired from the authenticated portable terminal until a second timing that arrives after the valid period of the authentication expires. 14. A vehicle comprising the locking and unlocking system according to claim 13 . 15. A locking and unlocking system comprising: a locking and unlocking device; and a server device, wherein the locking and unlocking device has a controller configured to acquire a state of locking and unlocking of a vehicle that is locked and unlocked based on locking and unlocking instruction information acquired within a valid period of authentication from an authenticated portable terminal, transmit a notification to a device, when the vehicle is not locked during a period of time from when the vehicle is unlocked based on the locking and unlocking instruction information acquired from the authenticated portable terminal until a first timing that arrives before the valid period of the authentication expires, and transmit a notification to the server device, when the vehicle is not locked during a period of time from when the vehicle is unlocked based on the locking and unlocking instruction information acquired from the authenticated portable terminal until a second timing that arrives after the valid period of the authentication expires. 16. A portable terminal comprising a controller configured to transmit locking and unlocking instruction information to a vehicle that is locked and unlocked based on the locking and unlocking instruction information acquired within a valid period of authentication, transmit a notification to a user when the locking and unlocking instruction information for locking the vehicle is not transmitted during a period of time from when the locking and unlocking instruction information for unlocking the vehicle is transmitted within the valid period of authentication until a first timing that arrives before the valid period of the authentication expires, and transmit a notification to a device when the locking and unlocking instruction information for locking the vehicle is not transmitted during a period of time from when the locking and unlocking instruction information for unlocking the vehicle is transmitted within the valid period of authentication until a second timing that arrives after the valid period of the authentication expires.
