What is claimed is: 1. A liquid composition, comprising: one or more purified cannabinoids; one or more purified terpenes; Vitamin E TPGS; and water. 2. The liquid composition of claim 1 , comprising a ratio of Vitamin E TPGS to the one or more purified cannabinoids of about 85:15 to about 75:25 by percent mass. 3. The liquid composition of claim 1 , comprising a ratio of Vitamin E TPGS to the one or more purified cannabinoids of about 82:18 to about 78:22 by percent mass. 4. The liquid composition of claim 1 , comprising a micelle. 5. A method of making a liquid composition having one or more purified cannabinoids and one or more purified terpenes, comprising: separating one or more purified cannabinoids and one or more purified terpenes from a cannabis plant material; adding the one or more purified cannabinoids and the one or more purified terpenes to Vitamin E TPGS to create a mixture of Vitamin E TPGS and the one or more purified cannabinoids and one or more purified terpenes; heating said mixture to a first temperature; adding water to the mixture to create an aqueous formulation comprising the mixture of Vitamin E TPGS and the one or more purified cannabinoids and one or more terpenes; and cooling the aqueous formulation to a second temperature. 6. The method of claim 5 , comprising: sonicating the aqueous formulation comprising the mixture of Vitamin E TPGS and the one or more purified cannabinoids and one or more terpenes to create micelles; freezing the aqueous formulation comprising the mixture of Vitamin E TPGS and the one or more purified cannabinoids and one or more terpenes; lowering pressure of the aqueous formulation comprising the mixture of Vitamin E TPGS and the one or more purified cannabinoids and one or more terpenes; removing water from the aqueous formulation comprising the mixture of Vitamin E TPGS and the one or more purified cannabinoids and one or more terpenes to create a dry powder; and adding water to the dry powder to create a liquid cannabinoid composition comprising Vitamin E TPGS and the one or more purified cannabinoids and one or more terpenes. 7. The method of claim 6 , wherein the dry powder comprises reverse micelles. 8. The method of claim 6 , wherein the first temperature is between 70-90 degrees Celsius; and wherein the second temperature is between 0-50 degrees Celsius. 9. The liquid composition of claim 1 , wherein the one or more purified cannabinoids is THCA, CBC, THC, CBN, CBD, CBG, CBGA, CBDA, or a combination thereof. 10. The liquid composition of claim 1 , wherein the one or more purified cannabinoids is CBD, THC, THCV, or a combination thereof. 11. The liquid composition of claim 10 , wherein the combination comprises THC, CBD and THCV. 12. The liquid composition of claim 1 , wherein the one or more purified terpenes is linalool, alpha-pinene, alpha-humulene, terpinolene, eucalyptol, pulegone, terpineol, beta-caryophyllene, cymene, or a combination thereof. 13. The liquid composition of claim 11 , wherein the liquid composition comprises beta-caryophyllene, linalool, and cymene as purified terpenes. 14. The liquid composition of claim 4 , wherein the one or more cannabinoids and/or the one or more terpenes are contained within the micelles. 15. The liquid composition of claim 1 , comprising a ratio of Vitamin E TPGS to a combined amount of the one or more purified cannabinoids and the one or more purified terpenes of about 85:15 to about 75:25 by percent mass. 16. The liquid composition of claim 1 , comprising a ratio of Vitamin E TPGS to a combined amount of the one or more purified cannabinoids and the one or more purified terpenes of about 85:15 to about 75:25 by percent mass. 17. The method of claim 6 , wherein adding water to the dry powder creates a liquid cannabinoid composition comprising Vitamin E TPGS and between 5 to 20 mg of the one or more purified cannabinoids and one or more terpenes per mL of water.
