What is claimed is: 1. A transportation device accessory for coupling a locking apparatus to a transportation device, the transportation device accessory comprising: a collar configured for mounting to the locking apparatus; a connection member removably engageable to said collar, wherein said connection member defines a circumferentially-open cavity in which the collar is seated such that said connection member does not circumferentially surround said collar; a mounting member coupled to the connection member, wherein the mounting member comprises a through-hole; and a fastener extending through the connection member and into the through-hole; wherein said connection member is rotatable relative to said mounting member about a rotational axis extending through said connection member and said mounting member to change a positional orientation of said connection member relative to said mounting member; wherein said connection member includes a first surface and said mounting member includes a second surface facing said first surface, wherein one of said first and second surfaces includes a plurality of posts extending therefrom, and wherein the other of said first and second surfaces includes a plurality of openings for receiving corresponding ones of said posts to lock said connection member in said positional orientation; wherein said posts and said openings are formed adjacent outer peripheries of said first and second surfaces; wherein said connection member includes a first radially outward surface that extends directly from said first surface in a first longitudinal direction defined by the rotational axis; wherein said first radially outward surface includes an indicator symbol extending in said first longitudinal direction; and wherein said mounting member includes one or more indicia with which the indicator symbol is selectively aligned to indicate said positional orientation. 2. The transportation device accessory of claim 1 , wherein said plurality of openings are spaced radially about a respective one of said first and second surfaces relative to said rotational axis. 3. The transportation device accessory of claim 2 , wherein the plurality of openings are angularly positioned at every 10 degrees to every 20 degrees away from one another relative to the rotational axis. 4. The transportation device accessory of claim 1 , wherein the connection member has a first side and a second side, and wherein the collar is at least partially positioned between the first side and the second side when the connection member is engaged with the collar. 5. The transportation device accessory of claim 4 , further comprising a lever pivotally coupled to one of the first side and the second side and pivotal between a first position and a second position, wherein the collar is not removable from the connection member when coupled thereto and when the lever is in the first position, and wherein the collar is removable from the connection member when the lever is in the second position. 6. The transportation device accessory of claim 5 , wherein the lever, collar and locking apparatus are positioned such that a user can remove the locking apparatus from the connection member with one hand. 7. The transportation device accessory of claim 1 , wherein said connection member is rotatable relative to said mounting member about the rotational axis by increments of 10 degrees to 20 degrees. 8. The transportation device accessory of claim 1 , wherein the plurality of cylindrical posts each have a circular outer cross-section. 9. The transportation device accessory of claim 1 , wherein a length of said fastener is sufficient to extend through said connection member and said mounting member such that said fastener is operable to project from said through-hole. 10. The transportation device accessory of claim 1 , wherein said mounting member comprises a front face and an opposite rear face; wherein said front face faces said connection member; wherein said through-hole extends between said front face and said rear face; and wherein said fastener has a length sufficient to project beyond said rear face when securing said mounting member to said connection member. 11. The transportation device accessory of claim 1 , wherein the fastener is adapted to selectively maintain a selected positional orientation of said connection member relative to said mounting member. 12. The transportation device accessory of claim 1 , wherein said one or more indicia of said mounting member is immediately adjacent said second surface. 13. The transportation device accessory of claim 1 , wherein said indicator symbol comprises a ridge. 14. The transportation device accessory of claim 1 , wherein said mounting member includes a second radially outer surface extending directly from said second surface in a second longitudinal direction opposite said first longitudinal direction; and wherein said one or more indicia are formed on said second radially outer surface. 15. The transportation device accessory of claim 14 , wherein said second radially outward surface tapers radially outward as said second radially outward surface extends in said second longitudinal direction. 16. The transportation device accessory of claim 1 , wherein said indicator symbol is a non-alphanumeric indicator symbol; and wherein said one or more indicia is one or more non-alphanumeric indicia. 17. A transportation device accessory for a locking apparatus configured to secure a transportation device to an object, the transportation device accessory comprising: a bracket including a connection member defining a cavity between a first side and a second side; a collar positioned at least partially around a portion of the locking apparatus and sized to be at least partially removably received in said cavity, the collar including a cylindrical portion having an outer circumference, and a spline projecting from said cylindrical portion; a release lever having a contact pad projecting from said connection member and a blocking pad extending from said contact pad that is normally biased into said cavity to removably secure said collar to said connection member; a mounting member coupled to the connection member; a fastener positioned through said connection member and into said mounting member; a post formed on a first surface defined by one of said mounting member or said connection member; and a plurality of recesses formed on a second surface defined by the other of said mounting member or said connection member; wherein only a portion of said outer circumference is operable to be received within said cavity such that the connection member is inoperable to circumferentially surround said collar; wherein said connection member is rotatable relative to said mounting member about a rotational axis extending through said connection member and said mounting member to change a rotational orientation of said connection member relative to said mounting member; and wherein said connection member and said mounting member are lockable into a selected rotational orientation to prevent rotation of said connection member relative to said mounting member, and wherein changing of said rotational orientation of said connection member relative to said mounting member changes an orientation of said locking apparatus relative to the transportation device; wherein said connection member and said mounting member are lockable relative to one another in a plurality of rotational orientations in increments of 10 degrees to 20 degrees; wherein said faste
